' Digital archiving is a strategic issue for citizens because, in a context of dematerialisation of administrative processes, it is the only way to guarantee the rights of the administration and users in the long term, guaranteeing the integrity and reliability of the data, as well as their access and exploitation over the very long term. It allows the constitution of digital information heritage for future generations. The Ministry of Culture is therefore setting up a new financial mechanism for the territories to support initiatives taken by local authorities or public institutions in the field of digital archiving Franck Riester
The first call for projects, AD-Essor, included a “community” component in the largest interdepartmental digital archiving program Vitam, launched in 2015 by the Ministries of Armed Forces, Europe and Foreign Affairs and Culture. The objective was, through financial support to the communities, to promote the development of digital archiving in the territory and to integrate it into a real approach of information governance, in order to master digital data, to ensure its conservation and to allow its access to users.
The AD-Essor project, supported by the French Archives Interdepartmental Service, has made it possible in six editions to support 141 projects for studies or implementation of digital archiving systems, for a total amount of €3.2 million. The successful outcome of this first operation committed the ministry to continue supporting the digital archiving efforts carried out by the communities.
The new call for projects, «Archiving in Territories» succeeds Ad-essor, is always carried by the Interdepartmental Service of the Archives of France, in conjunction with the Regional Directorates of Cultural Affairs (DRAC). At the beginning of 2020, the selected projects will receive funding of 30 to 50% of the amount of their projects.
The 2020 call for projects aims to promote pooling, knowledge sharing and the reuse of tools. It also targets digital content with strong legal or heritage value.
