Launched at the end of April 2017 by Morocco, the call for twinning projects provides for the mobilization of European experts (French, Italian, Spanish) in Rabat for the institutional strengthening of the Ministry of Culture and Communication of Morocco and its partners in the communication and audiovisual sector: the Moroccan Film Centre (CCM), the Institut Supérieur de l'Information et de la Communication (ISIC) and the Institut Supérieur des métiers de l'audiovisuel et du cinéma (ISMAC). The aim is to strengthen the skills of these institutions for the development of this sector in Morocco with a view to the social, economic and cultural development of the country. In addition to European experts, the exchange also provides for several study visits of Moroccan executives to Europe over the 24 months of the mission.

The project is structured around four components: the development and modernization of Morocco’s audiovisual regulations, its film support system, its training in journalism and audiovisual professions, and the enhancement of its archives.

The French Ministry of Culture, as the leader, is the main partner of this twinning, accompanied by the Italian Authority for Regulation of the Communication Sector (Autorità per le Garanzie nelle Comunicazioni –AGCOM –Italy) and the Ministry of Culture of the Government of Catalonia (Departament de Cultura de la Generalitat de Catalunya – Spain).

The French institutions involved alongside the Ministry of Culture are the CNC, the BnF, the National Archives, Ina, FEMIS, CSA, SIG, CSA, Canal France International, the Ecole nationale supérieure Louis-Lumière (institution under the supervision of the Ministry of National Education and the Ministry of Higher Education and Research) and the Institut pratique du journalisme-Université Paris-Dauphine (under the supervision of the Ministry of Higher Education and Research).

The expertise of the Ministry of Culture is recognized and sought after throughout the world. European twinning is an original and exciting form of cooperation.
