In accordance with the announcements of Elisabeth Borne, Minister of Labour, Employment and Integration and Roselyne Bachelot-Narquin, Minister of Culture, two specific temporary solidarity funds are set up, in partnership with the Single Window for Occasional Shows (Guso) and the Groupement d'intérêt public (GIP) Cafés Cultures: each of which has a subscription of 10 million euros, they will support the employment of artists and show technicians recruited by employers who do not have the main object of the show, in order to promote the resumption of activity. 60,000 structures are potentially affected by this new aid.

Both schemes are eligible:

  • local authorities with a population of less than 3,500;
  • private law structures falling within the scope of the Guso (with the exception of individual employers).

The triggering of such aid is based on simplified single declarations of employment contracts executed between 1 July 2021 and 31 December 2021.

The two systems are as follows:

  • Temporary Employment Assistance is a payment of social contributions and contributions by the Guso, which ensures its payment to the social protection bodies concerned within the limit of two ceilings:
    • 120 € maximum per simplified single declaration for a show artist or technician competing in the show and per day worked;
    • €600 maximum per employer for the entire duration of the scheme.

Such aid shall be paid after application of any other scheme for total or partial exemption from social contributions or aid for the payment of such contributions.

  • Exceptional support for employment, will be paid directly to the employer by the GIP in addition to the assistance of the Guso within the limit of a fixed scale, ranging from 77€ to 1,545€, depending on the number of artists of the show or technicians recruited per day. Aid may not exceed EUR 2000 per employer over the period of application of the scheme.

In practice, this device will be implemented in September on the website of the GIP Cafés Cultures where the employer will have to create an account with the GIP.

To help companies in their efforts, Guso and GIP Cafés Cultures have developed each of the simulators accessible on their site. 

These two new measures are in addition to the €10 million increase provided for in the decrees of 8 and 11 August 2021 for two grants from the National Fund for Sustainable Employment in the Show (FONPEPS).

 

Example:

Recruitment of 5 artists and 1 technician by a municipality of less than 3,500 inhabitants on July 14 and August 25, 2021:

- For the representation of 14 July 2021: on the basis of an overall cost for an employee of €249.96 (net + employer and employee charges), the overall budget of the benefit for 6 employees amounts to €1,499.76. The total of contributions and contributions due (excluding SAP) is €762.31; the employer will receive temporary Guso employment assistance of €600 and exceptional GIP Cafés Cultures employment assistance of €173, for a total of €773. 

Thus, the total cost for the employer will be €726.76 instead of €1,499.76

- For the representation of 25 August 2021: on the basis of an overall cost for an employee of €249.96 (net + employer and employee charges), the overall budget of the benefit for 6 employees is €1,499.76. The total of contributions and contributions due (excluding SAP) is €762.31; this time the same employer will only benefit from the exceptional employment assistance GIP Cafés Cultures but for an amount of €773. 

Thus, the total cost for the employer will be €726.76 instead of €1,499.76.

It should be noted that after this second aid the employer is still eligible for the exceptional aid

employment GIP Café Cultures for an amount of €1,054 (€2,000-€173 - €773).
