States General of Festivals – First edition - Review

The first edition of the Estates General of the Festivals took place on 2 and 3 October in Avignon, at the Congress Centre of the Palais des Papes and La FabricA, as well as in all the DRAC regions.

Organized over two days, the States General of Festivals brought together festival organizers, representatives of local authorities, professional and trade union organizations around a forum and seven thematic workshops, built and animated by cultural personalities and festival professionals.

- 1,200 people participated in this first edition, including nearly 400 in person in Avignon, in strict compliance with health measures.

- 1,044 individual direct connections were recorded.

- 21 DRAC have implemented their version of the Estates General of Festivals in person and online.

- More than 100 festivals have registered and participated in exchanges, in all disciplines, with a musical dominance.

On the occasion of these first States General of Festivals, conceived as a time of exchanges and reflection for the construction of a common base, the Minister of Culture announced the allocation of five million euros additional in 2021 for the Fund Festivals, as well as a moratorium on the application of the circular relating to Services of Order Indemnified, at least until 31 December 2020, following the consultations initiated with the Ministry of Interior and which will continue.

Roselyne BACHELOT-NARQUIN will convene in the coming weeks the Council of Territories for Culture, a forum for dialogue between the ministry and local authorities, whose issue of festivals will be one of the main items on the agenda.

The next meeting will take place in May 2021 at the Printemps de Bourges, where the second edition of the Estates General of Festivals will take place.

Ministries concerned, local authorities, artists, professional organizations and trade unions, will work together to develop first concrete proposals, allowing to draw together the common future of festivals.
