The Ministry of Culture launched in 2021 the call for projects «support to the Creative Cultural Districts (QCC)», €3 million over two years under the Culture strand of France Relance and aimed at supporting the development of third-cultural places on the national territory.

This experiment has two objectives: support the entrepreneurial dimension of the residents of the third place promoting their professionalization and the structuring of their company or activity; on the other hand promote the cultural offer, supporting the development of permanent or ephemeral cultural businesses (bookshops, record stores, press houses, art galleries, designer boutiques: fashion, design, crafts).

In order to support the development of projects that are ultimately economically viable, CCQs must propose three types of activities within or near the third location:

- Support dedicated to the structuring of companies or activities of cultural actors (entrepreneurs, artisans, self-employed and artists) through programs such as business incubators, incubators, accelerators, business hotels, and co-working ;

- Support for the establishment or development of independent, permanent or ephemeral cultural businesses, through support measures for the establishment of these businesses, or through the pooling of management, communication or financing tools for cultural businesses and the creation of events;

- The reception of the public and the development of the use of the placearound temporary exhibitions, cultural events, contributions to initial and continuing training (art schools, specialized and higher education, training centres, trades and qualifications campus).

Through this initiative, the Ministry of Culture wishes to support cooperation between cultural actors, the revitalization of territories by culture, the promotion of the cultural offer in the territories and the renewal of social spaces around cultural activities.

This call for projects is part of the general policy of the ministry in its support to third-cultural places.

Given the high selectivity rate of this PAA over the two 2021 sessions (128 applications received), the third and final stage of selection will be a catch-up session open to only candidate projects in 2021 but not supported in the first two waves. This award session is open until Friday, May 6 at 6 pm.
