In a context of profound upheavals compounded by the difficulties linked to the health crisis, Roselyne Bachelot-Narquin, Minister of Culture, entrusted in March 2021 to Laurence Franceschini the mission to study the changes in the photographic sector and to consider the necessary reinforcements to support professionals in this sector.

After a comprehensive review of the sector, the evolution of practices and their consequences for all actors in the chain, this report proposes 31 measures structured around five axes of work:

  • Strengthen respect for copyright and enable progress on the status of photographers;
  • Support French photographic creation, and work towards its revitalization and better recognition in French institutions and internationally. This support also involves actions to improve the visibility of women photographers;
  • Consolidate the various links in the chain of the photographic sector: photo agencies and press photo agencies, collectives, publishers, places of dissemination and production, festivals;
  • Protect the French photographic heritage;
  • Develop image education actions.

The ministry’s teams will now work on a timetable for the implementation of the most successful measures and the establishment of working groups bringing together professionals from the sector and representatives of the ministry.
