Roselyne Bachelot-Narquin, Minister of Culture, announces the launch of a mission relating to permanent orchestras, whose objective is to take stock of the situation, formulate proposals to ensure the sustainability of this sector and outline future prospects.

The permanent orchestras have been the subject of historical attention by the Ministry of Culture and local authorities, allowing today the dissemination, on the whole territory, of the works constituting the musical heritage, past and present. Through their territorial roots, they promote the appropriation of these works by all audiences, strengthen the professional structure of the music sector and contribute to the international influence of our country’s musical life.  However, permanent orchestras are faced with several challenges, such as changes in cultural practices, changes in the musical field itself, and changes in the action of public partners in favour of the cultural sector. If they have been able to adapt to these developments, it seems necessary - and the current health crisis is another reason - to rebuild a pact around these symphonic orchestras, between the State, the local authorities and the structures concerned.

This mission will be led by Anne Poursin and Pascal Dumay. Their experience in major music institutions, such as the Orchestre national de Lyon or Radio France in particular, and their fine knowledge of the network of permanent orchestras will be valuable assets for the achievement of the objectives pursued.

This mission will establish a diagnosis of the permanent symphonic life, taking into account the existing artistic offer, the issues related to the public and populations and the organization of work. It will determine, taking into account the international realities of this sector, the means necessary for the sustainable implementation of the missions entrusted to the permanent orchestras. It will have to create the conditions for a reflection involving public authorities and professionals, questioning both the role of these major tools of public service and the public policies that accompany them.

The mission relating to permanent orchestras will have to be articulated with the mission relating to lyrical art led by Caroline Sonrier. The findings of these two missions are expected in summer 2021.
