Franck Riester, Minister of Culture and Roxana Maracineanu, Minister of Sports, are opening a public consultation to gather comments from citizens and stakeholders concerned by the televised coverage of major events.

 
In May 2016, a temporary mission was entrusted by the previous Government to Mr. David Assouline, Senator de Paris, on ways to improve both the access of the widest audience to the broadcasting of these events on television and the exhibition of the diversity of sports disciplines and emerging practices.

Its report, submitted on 18 November 2016, provides a detailed analysis of the developments taking place in the television broadcasting of these events: in particular, the increasingly important capture by pay-TV channels of the most attractive sports images, the lack of openness to the diversity of sports disciplines and practices, to women’s sport and to disabled sport on the part of general interest channels and the risk that the strong growth in television broadcasting rights will have on access to free-to-air programmes.

One of the main recommendations of this report is to modernize Decree No. 2004-1392 of 22 December 2004 on the broadcasting by channels of events of major importance.

A previous consultation, held between March 10 and April 21, 2017, focused on the implementation of this recommendation.

In the light of the contributions received during this previous consultation, the purpose of this citizen consultation is to gather the comments of citizens and stakeholders on a modernization of the list of protected events, in particular to improve the visibility of women’s sport and disabled sport.

This consultation also concerns a possible evolution of the framework for the initial allocation of rights for all or part of these events.
