Following the announcement by the President of the Republic on May 6, 2020, two funds were created to cover all filming as of June 1, 2020, in the absence of coverage of the Covid risk by the private insurance market. One, managed by the Centre National du Cinéma et de l'Image Animée (CNC), has been guaranteeing the production of heritage works since May 2020. The other, created by the decree of 30 December 2020 and managed by the Directorate-General for Media and Cultural Industries, guarantees the shooting of flow programs.

France was the first country to set up a guarantee fund for the shooting of heritage works, followed in particular by Belgium in July 2020, the United Kingdom in July 2020, Germany in September 2020 and Quebec in October 2020.
