Fleur Pellerin sent Julien Neutres to draft a charter, written in consultation with advertising stakeholders, so that they engage in a voluntary process of eviction of sites that do not respect copyright and related rights.

The Government wishes, within the framework of the defense of intellectual property and literary and artistic property, to put in place an action plan against the sites of streaming, direct download or referencing, who make money from putting works online without remunerating creators accordingly.

The report submitted by Mireille Imbert-Quaretta, “Operational Tools to Combat Online Commercial Counterfeiting”, made public in 2014, identified a series of actions to dry up the resources of illicit sites, and to make withdrawal measures more effective.

The aim is to encourage those involved in advertising to organise themselves in such a way that illicit sites are no longer supplied with advertising resources. The advertising professionals have indicated that they fully agree with this objective.

Julien Neutres, currently in charge of her mission to the President of the Centre national du cinéma et de l'image animée, is a senior official who has spent part of his career in the communications sector. With this dual experience, he has the mission to write this charter in consultation with all the actors of advertising by the end of February 2015.

This action will be articulated with the constitution of a list of sites massively violating copyright.

This charter will be one of the axes of the fight against piracy, built around the development of the legal offer, which will be conducted by the Minister during the year 2015.
