The Minister of Culture and Communication today chaired a steering committee of the Tour Utrillo de Clichy-sous-Bois and Montfermeil. This steering committee brought together the Prefect of the Ile-de-France region and the Prefect of the Seine-Saint-Denis, the Mayors of the two cities concerned, the State Secretariat in charge of City Policy within the Ministry of City, Youth and Sport, the President of the Société du Grand Paris and the Chairman of the Board of Directors of the Académie de France in Rome (Villa Médicis), who had been commissioned to open perspectives on the future of the tower. This enabled us to draw the conclusions of this mission and to enter a new phase for this project initiated in 2011.
 
For the Minister of Culture and Communication, this is an emblematic opportunity to propose an equipment of excellence, open on the creative practices of today and on the territory surrounding it, by forging close ties with the Villa Medici and the artists. The steering committee agreed on the double dimension to be accorded to the project: a metropolitan dimension, in the heart of Greater Paris, and a local urban dimension, for the Clichy-sous-Bois and Montfermeil districts. Similarly, the orientation of Mr.Tuot’s work, according to which the content of the cultural project should prevail over the building of the tower itself, was taken into account. This decision will in fact allow a better registration of the equipment in its urban environment, in connection with the future Grand Paris train station. In this perspective, the Société du Grand Paris, will become the privileged partner to ensure the project’s ownership, which could also constitute an opportunity for innovative architectural creation.
 
The project will mark the ambition of the Ministry of Culture and Communication for young creators and the cultural influence of our country, as part of the largest urban renewal program undertaken for ten years in the national territory, led by the National Agency for Urban Renewal (ANRU).
 
Dedicated to the support of young creators in the diversity of their expressions and their backgrounds, based on an innovative economic model, in line with the goal of controlling public spending, and involving private financing, open to the territories, Taking into account the inhabitants' desire to act and the creativity of young people, this project is now entering an operational phase.
