What is the Overseas Arts and Cultural Exchange Fund (FEAC)?
Financed at parity with the ministry of overseas affairs, the Fonds d'aide aux échanges artistiques et culturels (FEAC) supports ultramarine artistic productions by covering a portion of their transportation costs for people and equipment, necessary for projects contributing to:
- the circulation of artists and creators (including crafts, know-how and design)
- the creation and dissemination of works, performances and cultural and intangible heritage in general
- the holding of cultural events
- the establishment of training actions for the professionalization of artists and cultural actors, research in art, and engineering needs
The scheme also makes it possible to finance bilateral cultural exchanges between the overseas countries on the one hand and the countries of their geographical area, the metropolis and the rest of the world on the other.
Objectives of the approach
By creating the FEAC in 1999, the Ministries of Culture and Overseas Affairs were pursuing a twofold ambitious goal:
- to spread the dynamism of ultramarine creation around the world
- foster mutual enrichment between artists from all walks of life
The grants granted make it possible to erase the distances between sometimes very remote territories, thus helping to remove one of the main obstacles to the development of artistic and cultural exchanges.

Applications may come from ultramarine or metropolitan structures.
Private companies are not eligible.
Projects must contribute to:
- the circulation of artists and creators
- the creation and dissemination of works, performances and cultural and intangible heritage
- the holding of cultural events
- the establishment of training actions for the professionalization of artists and cultural actors, research in art, and engineering needs
Priority will be given to projects:
- which propose a partnership between several artists/creators or cultural structures
- never received FEAC support
- which integrate a component of arts and cultural education or territorial solidarity
FEAC supports part of the transport and material costs of the winning projects.
The aid cannot be treated as an operating subsidy.
Proceeding
The scheme has an amount of €1,000,000, divided in two between the Ministry of Culture and the Ministry delegated to the Overseas Territories, in two parts (€500,000 per commission).
The amount of the grant, calculated according to the project budget and decided in committee, may not exceed 40% of the total project cost.
Projects funded under the fund are selected by a panel composed of representatives from both departments. This committee, which meets twice a year, draws on the opinions and expertise of the cultural affairs directorates or other State representatives in the overseas territories concerned. It also relies on the artistic creation inspector or inspectors competent in the scope of the project.
The grant is paid as follows:
- Devolution of funds to DRAC, DAC, MAC, DCJS for the Ministry of Culture
- Direct payment to grant recipients for the Ministry of Overseas Affairs
For the Ministry of Culture, the RDCA pays the grant to applicants at one time.
For the French Overseas Ministry, the appropriations are paid after the grant decisions have been signed.
Projects are selected based on the following criteria:
- the existence of an exchange between the overseas authorities and/or the metropolis and/or the international
- the nature and artistic quality of the artistic and cultural projects reported by the DAC/MAC
- the professionalism of the team and/or stakeholders
- the ratio of the amounts of grants requested by the artistic and cultural structures and the economic relevance of the project
- advice from territorial arts and culture advisors
- their coherence with national and territorial cultural policies
- the dates of the action
- taking into account the eco-responsible and sustainable dimension
- whether or not there is an arts and cultural education component
- the contribution to cultural development
The following are not subject to review by the Decision Making Committee:
- incomplete files
- projects that do not meet the criteria of the FEAC constitutive text
- applications filed after the filing deadline
- records filed after the project completion date
The processing of files takes place in two stages: at the territorial level the training is managed by the Cultural Affairs Directorates (DAC/DRAC) and the Cultural Affairs Missions for Overseas Communities (MAC); at national level the investigation is managed by the National Commission.
First committee
- Application deadline: January 27, 2023, 11:59 pm (Paris time). No file may be filed or considered after this date.
- The commission will meet on March 07, 2023.
- Announcement of results: on Simplified Procedures, at the latest 3 months after the holding of the grant review commission.
Second committee
- Opening of the deposit of files: 17 April 2023.
- Application deadline: May 14, 2023, 11:59 pm (Paris time). No file may be filed or considered after this date.
- Training and Notification (for CAD/DRAC/MAC/DCJS instructors) prior to 16 June 2023.
- The committee will meet between June 21 and 23, 2023.
- Announcement of results: on Simplified Procedures, at the latest 3 months after the holding of the grant review commission.

Examples of projects previously supported
Grant amount: €7,000
For more than 20 years, the FEAC has been supporting the Association of Publishers of Tahiti and Islands in the organization of book fairs in different islands of the Pacific (Tahiti, Marquesas, Austral islands, leeward islands, etc.).
Recently, the FEAC has also contributed to the creation of a writing residence.
Grant amount: 12.000 €
Ambassador of a contemporary and mixed dance, the Parisian company Difé Kako strives to forge links with audiences in the West Indies, Africa and France in particular through the Kréyol Month festival, supported by the FEAC.
Amount of the grant awarded to the company: €15,000 for three projects
Thanks to the FEAC, which covered part of the transport costs of the fifteen actors, the company Great Travelling Theatre of Guyana was able to play his latest creation Bernarda Alba from Yana in the West Indies, at the Festival d'Avignon Off and then in a Parisian theatre.
- Amount of subsidy paid: 5,000 euros.
- It is the organization of creative residences for Antigone, on the territory of Reunion.
