Over the past 30 years, circus aesthetics has undergone a profound revival with the appearance of the circus of creation, which is distinguished from classical circus by very heterogeneous artistic forms, the absence of numbers and wild animals.

What is national creation aid for circus arts?
The aid is awarded, in addition to the deconcentrated support system for live performance (ADSV), to artistic teams working in the field of circus creation. It supports the production of major circus shows. The application must be filed with the Directorate of Cultural Affairs (DRAC) whose head office reports to them. Applications are submitted by professional creative structures seeking additional funding for the production of their show and are part of a desire to renew writing and aesthetics.
Objectives of the approach
The circus of creation presents a great aesthetic diversity, a sign of an extraordinary vitality. In theatres or under marquees, the circus of creation remains a popular art, poetic and federative that knows how to take many forms. Its mode of distribution, especially under marquees, makes it a valuable tool for cultural democratization and sharing of the arts.
The support of the Ministry of Culture for projects in the field of circus arts is one of the essential segments of the policy in favour of contemporary creation. This scheme has the following objectives:
- support the emergence of new writings to contribute to the diversity of creation
- support large-scale and ambitious artistic projects in their production methods
- strengthen the means of production of independent companies and their economic balance

Applications must be submitted by professional creative structures, including circus arts companies, or by delegated producers to whom the artist(s) have contracted to be responsible for the implementation of the project.
A single legal entity may submit several applications for assistance for artists, artists' collectives and companies, for which it is responsible, within the limit of one application per artistic team and per calendar year.
Projects presented by circus artists or companies that have produced and broadcast at least two shows are eligible.
Only one aid is granted per calendar year. Moreover, the same project leader (artist, company, executive producer) cannot benefit from this aid for two years in a row, regardless of the project. It may not submit a new application for aid for a project which has already been the subject of an unfavourable opinion within the framework of this scheme, during the previous five years.
The aid granted is operating aid. It covers project production expenses.
Procedure
Each project will receive a grant from 10.000 to 50.000 €. The subsidy covers approximately 10% of production budget.
Applications for assistance submitted are automatically assigned to the Regional Directorate for Cultural Affairs (DRAC), whose head office reports to the producer. All applications are examined, with the advice of the DRAC advisor, by a committee of experts that meets at national level. The Committee of Experts, composed of eight qualified persons selected for their competence in the field of circus arts, gives an advisory opinion on the projects.
Aid is granted by the drac.
The list of successful projects is public.
The beneficiary has two years to implement the project for which the aid is granted. This period runs from the payment of the credits to the beneficiary. If the project is not carried out within this period, the beneficiary shall reimburse, at the request of the Ministry of Culture, all or part of the amounts paid.
The evaluation of projects takes into account:
- the originality of the project and its contribution to the diversity of creation
- the inclusion of the project in the overall approach of the company and/or artists in their career paths
- the artistic team and any collaborations requested
- the circus techniques used and their involvement in the artistic purpose of the project
- the choice of the stage space (circular, frontal, semi-circular, under marquee, indoor, outdoor, etc.)
- the scope of the project given its artistic ambition, production methods and skills implemented. Support is given to projects whose scale requires additional assistance in addition to the appropriations allocated under the common law supports (deconcentrated aids to live performance - ADSV)
- the project’s dissemination prospects and its economic viability (a tour schedule must be attached to the file)
- the conditions for carrying out the project (rehearsals, residences, etc.) and the wage policy
- the editing of the production (co-productions, various supports, etc.)
The budget submitted must include resources other than the aid requested from the State, which must not be a majority.
Particular attention will be paid to projects whose co-producers are multiple and distributed throughout the national territory.

- Advisory Committee Meeting: March 2023
- Announcement of results: applicants will be notified of the results from the end of March/early April 2023.
A progress report on the assisted project is drawn up by the beneficiary one year after the payment of the appropriations. A performance report is drawn up three years after the first performance, in order to assess the broadcast made and the audience affected.
