As part of the action of the Ministry of Culture in favor of the rural world, the DRAC Normandie renews in 2023 its regional call for projects "Rural territories, territories of culture: residencies of artists in rural territory", in partnership with the Department of Calvados and Manche and DRAAF Normandie.

What is the project call "Rural territories, cultural territories"?
This call for projects aims to support projects of artistic residencies aimed at the participation of inhabitants in a process of cultural action and creation. Projects must involve at least one professional cultural actor, one rural actor and one community. They cover all areas of the art of culture and are based on identifying elements of the territory.
Objectives of the approach
- Developing the presence of artists in rural areas
- To enable the inhabitants to make use of their tangible and intangible heritage and to promote their cultural expression
- Promote the sharing of a sensitive experience for the inhabitants, through artistic expression and cooperation around a creative process
- To address the contemporary issues of the rural world through art and culture around the environment, the landscape, the habitat, bringing together the life sciences, societal or economic developments, sociabilities
Am I concerned by this approach?
- Project of territorial artistic residence aimed at the participation of the inhabitants in a process of cultural action as well as of creation (Cf. circulars of 8 June 2016 on the support of artists and artistic teams)
- Project co-built between an artistic or cultural structure, an actor of the rural world in the territory where the project takes place (association, company, artisan, merchant, structure of tourism or valorization of the local heritage, etc.), and a community (common or inter-communal).
- Project carried out over a year, with a regular artistic presence on the territory and with the inhabitants, renewable once on presentation of a reasoned assessment
- Project based on all types of artistic and cultural disciplines (visual arts, performing arts, architecture...)
- Project led by a professional artistic or cultural actor in creative activity and disseminated in professional networks, attesting to an ongoing professional activity in the regulations in force
Proceeding
The DRAC is limited to €10,000 per project, representing a maximum of 80% of the total budget.
The DRAC grant is conditional on at least 20% co-financing (local authorities and/or other public or private partners).
The Departmental Councils, the Regional Council or the DRAAF can be consulted upstream on the eligibility of the project to their devices or calls for projects. Any mention of the co-financing budget requires prior contact with the identified partner. (cf. contacts).
Projects developed in the department of Calvados and the Channel can be the subject of a request for co-financing to the Departmental Council, through the single DRAC form. If necessary, the expected participation must be included in the project’s provisional budget (only one file is submitted by the holder and reviewed by the partners).
2023 funding allocation will allow project execution from September 2023 to September 2024
Projects are evaluated according to the following criteria:
- Structuring of the project at the local level (links with the projects and objectives of the partners, relevance of the temporality and the territory)
- Singularity of the project which is based on identifying elements of the territory (e.g. memory, history, heritage, gastronomy, agriculture, architecture, landscape), guaranteed by the participation of a partner in the economic or associative field, actor of the local rural life
- Development of a process of research, writing or artistic creation linked to the territory and involving the participation of the inhabitants
- Mobilizing a diversity of inhabitants, in different times and situations. Agricultural schools may be concerned, but the school population is not the main target of this call for projects. Special attention will be given to projects promoting intergenerational links and gender diversity
- Capacity of the project to encourage the active participation of the inhabitants in the process of creation through a proposal of cultural actions in the long term and an ability to reach the inhabitants most distant from the cultural offer
- Project Registration with Partner Community
- Particular attention will also be paid to projects that demonstrate a particular effort with regard to eco-responsibility in their modalities (mobility, resources, re-employment etc.) or in their contents.
- Deadline for submission: 04 May 2023, 23:59 (Paris time). No file may be filed or considered after this date.
- Announcement of results: June 2023 on the DRAC website.
