The tent and its itinerancy are constituent elements of the identity of the circus, its history, its practice, its aesthetics and its relationship to the inhabitants on the territories. The Ministry of Culture supports this homeless approach by allocating a subsidy to itinerant creative circuses.

What is roaming assistance for circuses of creation?
The circus of creation is distinguished from the classical circus by very heterogeneous artistic forms, the absence of numbers and wild animals. Marquee and roaming creations play an essential role in the policy of cultural decentralization.
Are eligible for roaming assistance from circus companies or companies that regularly broadcast their shows under a travelling tent.
Assistance for the roaming of creative circuses is allocated on a roaming season, calculated over a maximum period of 12 months, on a single calendar year or over two calendar years. The roaming season can take place continuously or intermittently in several rounds (a tour is between the departure and return of the convoy to the usual installation site of the circus). It must concern several cities or stages. It must include at least 30 performances of one or more shows produced by the requesting circus, presented under its marquee.
Roaming aid can be combined with other public aid from the Ministry of Culture (project aid, agreement).
Objectives of the approach
Roaming assistance has several objectives:
- support creation circuses (companies or companies) who have chosen to roam under a tent in a coherent and quality artistic approach
- promote the distribution of circus shows under a marquee by reducing the costs of transfer of broadcasters or by compensating a part of the transportation and installation costs for circuses offering their shows in self-production
- promote the dissemination of circus in the most diverse territories in order to raise awareness and broaden audiences, on the one hand, and the quality of the shows on the other hand

To be eligible, circuses must meet the following criteria:
- be French residents
- prove experience in managing a travelling tent (as owner or tenant of the tent) with a minimum capacity of 100 seats
- have at least two years of professional activity
- perform at least 30 performances of one or more circus shows under a marquee for the duration of the roaming season in question
This aid is not eligible:
- circuses established in fixed place
- circuses that present their show in theaters,
- circuses broadcasting their show in one or two cities only
- companies that occasionally use a marquee to broadcast a show (circus or otherwise)
Aid for the roaming of creative circuses does not concern other forms of entertainment.
This assistance takes the form of an operating grant.
The costs of roaming the tent are not covered by the subsidy. Other costs related to the tour (artists' fees, administrative fees, communication, etc.) are not included in the purpose of this aid.
Procedure
The aid granted is between €10,000 and €25,000 per travelling circus.
Grant payments will be made by the decentralized services of the Ministry of Culture in the summer of 2023.
Applications will be evaluated by the General Directorate of Artistic Creation (DGCA) and the deconcentrated services of the territorially competent Ministry of Culture. Particular attention will be paid to:
- quality of touring performances
- quality of circus involvement in the territories invested
- choice of roaming in the overall approach of the circus company or company
- number of dates envisaged
- nature of the affected territories and audiences with particular attention to disadvantaged areas and tours that present economic risks for the organizer (circus in self-production or buyer): rural tours, small towns, tariff policies aimed at expanding audiences
- partnerships with venues and/or cities committed to hosting shows
- geographical consistency of tours
- tour terms: sale of shows or self-production
- components of roaming costs: size of the tent, convoy, format of the show (team on tour, set), route of the tour

Examples of projects supported previously
In 2022, some twenty circus creation companies were helped, in all regions, for large-scale projects under capitals, with amounts ranging from €10,000 to €20,000, to help them cover fuel costs, guarding, or place fees, etc.
