What is aid to regional, departmental and local daily political and general information with low resources of classifieds?
Assistance to local daily political and general information with low resources of classifieds is intended to contribute to the maintenance of pluralism and the independence of the securities concerned.
This grant is divided into two sections:
- The aid granted under Section 1 shall be granted to local dailies meeting certain conditions relating to the average selling price, distribution and circulation and the percentage of advertising revenue in their total advertising revenue.
- The aid granted under the second section is granted to local dailies which are not eligible for the first section but which nevertheless meet a number of conditions relating to the sale price, the average distribution and circulation, as well as the percentage of advertising revenue in their total advertising revenue, of which more than a quarter of the paid distribution is by postal subscription.
Am I concerned by this approach?
The aid is reserved for local dailies with a minimum publication of 5x/week, recognised by the Joint Commission on Publications and News Agencies as having a political and general information character.
Eligibility criteria vary depending on the fund’s sections:
*Section 1*
- Having duty-free advertising revenue which, after deduction of commission costs, represented less than 5% of all advertising revenue excluding taxes for the year preceding the year in which the aid was granted;
- The most widely distributed local edition must be sold for less than 130% of the average selling price of regional, departmental and local daily newspapers for political and general information, the average selling price is calculated from the selling price of the most widely distributed local edition on 1 January of the year in which the aid was granted;
- Have an average circulation not exceeding 70,000 copies and an average paid circulation not exceeding 60,000 copies in the fiscal year preceding the year of grant;
- In the region or department where the publication is distributed, do not have the highest circulation among regional, departmental and local dailies.
Press companies publishing publications not sold to the public are not eligible for aid under Section 1.
*Section 2*
- Not be eligible for the 1st section of the fund;
- Having duty-free advertising revenue which, after deduction of commission costs, accounted for less than 15% of all tax-free advertising revenue for the year preceding the year in which the aid was granted;
- The most widely distributed local edition must be sold for less than 130% of the average selling price of regional, departmental and local daily newspapers for political and general information, the average selling price is calculated from the selling price of the most widely distributed local edition on 1 January of the year in which the aid was granted;
- Have an average circulation not exceeding 70,000 copies and an average paid circulation not exceeding 50,000 copies in the fiscal year preceding the year of grant;
- Have more than a quarter of the paid distribution provided by postal subscription;
- Have 40% of postal subscriptions that concern publications of less than 100 grams.
Dailies receiving aid under the second section are not entitled to the additional reduction provided for in the last paragraph of theArticle D.19-2 of the Post and Telecommunications Code.
No aid may be paid to publications which do not meet the conditions laid down in the first paragraph of Article 30 of Decree No. 55-486 of 30 April 1955: "Natural or legal persons who apply for grants, grants, loans and guarantees of an economic or social nature provided for by the legislation and regulations in force must show that the situation is in order, both with regard to the bodies responsible for managing social security services and with regard to the administrations responsible for collecting taxes and taxes".
Proceeding
It is worth €1.4 million, distributed among a dozen beneficiaries.
In 2021, aid to regional, departmental and local daily newspapers for political and general information with low resources of classifieds benefited 12 dailies for a total amount of €1,400,000.
The grant is being delivered in one go in the fall of 2023. The aid fund is divided into two sections. The allocation of appropriations between the two sections of the fund is made by the Director-General for Media and Cultural Industries. However, the amount of appropriations allocated to Section 1 may not be less than 85% of the total allocation of the Fund.
For each section of the fund, the Director-General for Media and Cultural Industries determines a unit subsidy rate.
The unit rate fixed for the 1st section may not exceed 6% of the average selling price of regional, departmental and local daily newspapers providing political and general information on 1 January of the year in which the aid was granted.
*Section 1*
The unit subsidy rate shall be multiplied by the number of copies actually sold in the calendar year preceding the year in which the aid was granted.
*Section 2*
The unit subsidy rate shall be multiplied by the number of copies sent by post in the calendar year preceding the year in which the aid was granted.
