The “deconcentrated aids to live entertainment” (ADSV) system forms the basis of the Ministry of Culture’s policy in favour of artistic teams. This system supports independent artists or artistic teams so that they can develop their creative work and benefit the widest possible audience (dissemination). It contributes to the accompaniment of the career of the artist or the artistic team in its creative dynamics with ad hoc (project assistance) or multi-year (agreements for 2, 3 or 4 consecutive years).

What are deconcentrated aids to live entertainment (ADSV)?
The Decentralized Aids to Performing Arts (ADSV) system forms the basis of the Ministry of Culture’s policy in favour of artistic teams.
In 2021, the scheme concerned:
- 1,412 artistic teams of which:
- 375 musical ensembles
- 313 dance companies
- 724 theatre, circus and street arts teams
- €56m in appropriations allocated by the decentralized departments of the Ministry of Culture in the regions
- 700 qualified personalities (programmers, artists, academics, etc.) who have mobilized to participate in advisory committees and help to inform by their opinions the decisions to accompany decentralized services
These aids are framed by statutory instruments, reformed in 2021 and 2022, which you can find at the bottom of the page.
Objectives of the approach
The main objective of the approach is to accompany the artist or the artistic team in its creative dynamic. Thus, the award of any kind of aid must be an appropriate response to a stage identified in a professional career and must take into account the different temporalities of the work of the artistic team.
The two categories of aid
Intended to support the creation and dissemination to the public of live performances in the fields of dance, music, theatre, street arts and circus arts, the ADSV is divided into two financial grants: project assistance and contract financing.
- Theproject assistance is a ad hoc aid awarded to support the production of a new creation or to allow the resumption or recreation of a show after a period of interruption.
- The contractual arrangement is a multiannual aid The challenge is to provide, over time, support adapted to the activity cycle of the artist or artistic team. Lasting 2, 3 or 4 consecutive years, depending on the career of the artist and the degree of structuring and maturity of his artistic and cultural project, this aid is intended for the most innovative and confirmed teams in the artistic field and whose achievements have a national reputation.

The aid is intended for artists, collectives of artists, companies or professional ensembles.
They may be allocated to:
- an artist, artist collective, company or professional ensemble
- an artistic and cultural enterprise to which artists, artists' collectives, companies or professional groups, designers of the project, have delegated by contract the responsibility for the implementation of the project concerned
In the latter case, a single structure can ensure the carrying of projects for several artists, collectives, companies or ensembles. Thus, the structure can file several files, taking care not to exceed the limit of one application per artist and per calendar year.
The aesthetics concerned cover the whole field of the creation of live performance in music, dance, theatre and associated arts (storytelling, puppetry, street arts, circus arts, etc.).
Artists and artistic teams must be able to build an autonomous and clearly identified artistic project, and can make their request, administratively, by a third party structure (delegated production) or a shared structure (for example, within a collective), except for agreements at 3 or 4 years in dance and theatre and associated arts.
Deconcentrated aids to live entertainment: music
The deconcentrated aids to the live performance in music can be allocated to solo artists, groups, ensembles, companies, collectives, troupes, choirs, etc. of the total musical diversity: early music (medieval, renaissance, baroque, etc.), classical music, romantic music, contemporary music, amplified music (rock, pop, metal, electro, hip-hop, reggae and all the derivatives of these musical families), song, jazz, improvised music, traditional and world music, etc. Music can be written, oral or improvised.
Deconcentrated aids to live performance: dance
The deconcentrated aids to the live performance in dance concern the choreographic field as a whole: baroque dance, contemporary dance, classical dance, in jazz, hip-hop dance, modern dance, world dances, neo-classical dance, traditional dances, etc.
Deconcentrated aids to live performances: theatre
Deconcentrated aid for live theatre, street and circus arts concerns the diversity of aesthetics and forms (drama, stage writing, street arts, circus arts, puppetry, object theatre, sign theatre, storytelling arts, etc.), performance venues (in concert halls, other non-designated spaces, in the public space, under a tent, at home, etc.) and its audiences (adults, families, adolescents and children, etc.).
Project support
The project support cannot be combined with the agreement for the same artist/ artistic team. On the other hand, it can be combined with other aids from the Ministry (aid for creation in the fields of street arts and circus arts, aid for co-authorship, research, residencies, aid for musical writing, etc.).
Structures whose main activity is teaching, animation and educational intervention are not eligible for this scheme.
Holders must also ensure that they meet the following criteria:
- the filing of applications is limited to one application per artist, collective, team or group and per calendar year
- the two types of aid (contractual and project) cannot be cumulated over the same period
Project support
Project support supports projects to:
- production of a new creation
- recovery or recreation a show after a period of interruption
The creation (first performance or repeat) of the show for which the aid was granted must take place no later than 31 August of the calendar year following the payment of the aid.
To be funded, projects must demonstrate:
- ofat least one production partnership with one or more performing artists
- ofa minimum number of performances for the representation of the assisted project
The number of partnerships and representations is defined by order of the Minister of Culture for each aesthetic.
All eligibility criteria for project aid are detailed, by discipline, in Annex 2 to the circular available at the bottom of the page.
Thus, for creation, recreation or recovery projects, the team must:
- have at least 1 stable partnership with a live entertainment contractor
- provide at least 3 performances within 20 months (2 for overseas) for music projects
- provide at least 4 performances within 20 months (3 for overseas or for a first application) for dance projects
- provide at least 8 performances within 20 months (5 for overseas or for a first application) for theatre and associated arts projects
For takeover projects, aid may be granted for previous creations whose exploitation has been interrupted for a prolonged period of at least 12 months after the last performance.
Projects whose specific features (aesthetics, formats, conditions of production or distribution) make these criteria difficult to apply may benefit from a derogation upon a reasoned decision by the regional prefect.
Conventionally
The purpose of this assistance is to provide, in the long term, support adapted to the activity cycle of the artist or artistic team and to its potential to deploy activities over several years. A modulation of the duration of the aid over two, three or four years is planned in order to adapt it to the different stages of the course and to the characteristics of the artistic and cultural project, taking into account in particular the research time.
All the eligibility criteria for the teams' overall artistic and cultural projects are detailed, by discipline, in Appendix 2 of the circular available at the bottom of the page.
Eligibility under the balance sheet
The criteria taken into account for the admissibility of a contract application (previous activities and perspectives of the upcoming artistic and cultural project) are:
For a first application
- number of performances
- number of production partners
- number of creations or creation activities carried out, prioritizing projects previously supported by the State
In music
- For a 2-year contract applicationmust have been completed in the previous 2 years:
- 2 creations with or without State aid
- 20 performances
- For a 3-year contract applicationmust have been completed in the previous 3 years:
- 2 creations supported by the State
- 50 representations in 2 regions minimum (40 for DOM)
- The team must also justify a partner over the same period, with contributions in cash or in kind.
- For a 4-year contract application, must have been completed in the previous 4 years:
- 2 creations supported by the State
- 70 representations in 2 regions minimum (50 representations for DOM)
- The team must also justify five partners over the same period, with cash or in-kind contributions.
In dance
- For a 2-year contract applicationmust have been completed in the previous 2 years:
- 2 creations
- 15 performances
- The team must also justify two partners over the same period, with cash contributions.
- For a 3-year contract application, must have been completed in the previous 3 years:
- 2 creations supported by the State
- 40 performances in 2 regions minimum (30 performances for DOM)
- The team must also justify two partners over the same period, with cash contributions.
- For a 4-year contract application, must have been completed in the previous 4 years:
- 2 creations supported by the State
- 90 representations in 2 regions minimum (70 representations for DOM)
- The team must also justify 3 partners over the same period, with cash contributions.
In theatre and associated arts
- For a 2-year contract applicationmust have been completed in the previous 2 years:
- 2 creations with or without State aid
- 25 performances
- The team must also justify two partners over the same period, with cash contributions.
- For a 3-year contract applicationmust have been completed in the previous 3 years:
- 2 state-assisted creations (1 for the circus)
- 60 performances (50 for circus, street arts and overseas), in 2 regions minimum
- The team must also justify two partners over the same period, with cash contributions.
- For a 4-year contract application, must have been completed in the previous 4 years:
- 3 state-assisted creations (1 for the circus)
- 150 performances (120 for circus, street arts and overseas), in 2 regions minimum
- The team must also justify 3 partners over the same period, with cash contributions.
For a renewal application
- achievement of the objectives attached to the aid previously allocated
- prospects for the number of creations or future creative activities
Eligibility of the project
In addition to a number of creations to be defined in common with the decentralized service of the Ministry of Culture according to the project, the overall artistic and cultural project of the artist/team must present a minimum number of upcoming performances over the duration of the requested agreement, as well as partners.
In music
- For a 2-year contract application :
- 20 performances in 2 regions minimum
- 1 partner with contributions in cash or in kind
- For a 3-year contract application :
- 70 representations in 2 regions minimum (50 representations for DOM)
- 2 partners with cash or in-kind contributions
- For a 4-year contract application
- 110 representations in 3 regions minimum (90 representations for DOM)
- 5 partners with cash or in-kind contributions
In dance
- For a 2-year contract application :
- 25 performances in 2 regions minimum
- 3 partners with cash contributions
- For a 3-year contract application
- 70 representations in 2 regions minimum (60 representations for DOM)
- 4 partners with cash contributions
- For a 4-year contract application :
- 130 representations in 2 regions minimum (110 representations for DOM)
- 5 partners with cash contributions
In theatre and associated arts
- For a 2-year contract application :
- 50 performances in 2 regions minimum
- 3 partners with cash contributions
- For a 3-year contract application :
- 90 performances in 2 regions minimum (80 performances for circus, street arts and DOM)
- 4 partners with cash contributions
- For a 4-year contract application :
- 180 performances in 3 regions minimum (150 performances for circus, street arts and DOM)
- 5 partners with cash contributions
During the appraisal phase of the dossier, the decentralized department of the Ministry of Culture will be able to identify projects which make it difficult to apply all the criteria "because of the singularity of the aesthetics, of proposals of atypical form, of conditions of production or diffusion related to the rhythm or the format of creation".
The structures receiving support from the Ministry of Culture are required, from 2022, to commit to the fight against gender and sexual violence and harassment (GBV) and to respect their obligations.

Proceeding
The two types of aid cannot be combined over the same period.
The allocation of aid takes into account artists and artistic teams who develop a creative approach distinguished by a particular risk-taking and innovation (new entries, cross-disciplinary fields, use of digital tools, etc.) or an activity that refers to the artistic field concerned.
Project support
Proven dissemination prospects are a priority criterion in the allocation of all project assistance, especially if the artist received support the previous year.
In addition to the quantitative criteria detailed in the eligibility, the dossiers will be examined according to the following guidelines:
In music, project assistance is a one-time aid contributing to the production of a creation, a recreation or a recovery and contributing primarily to:
- to the accompaniment of innovative and original approaches, which renew the musical writing or the forms of concert or show and of encounter with the public
- to support artistic approaches likely to renew the approach of existing repertoires
- the musical aesthetics that struggle to spread despite their quality
- works or shows whose form generates a complex diffusion to be implemented, due to heavy technological means, scenographies specially adapted to a place of diffusion, etc.
- works, programmes or performances with a large workforce
In addition, in music,
- For a first application, particular attention will be paid to the professional support (residence, companionship, co-production, etc.) that the project benefits from and the prospects of dissemination.
- For an artist or team that has already obtained one or more help(s), the allocation of new support to the project must take into account the evolution of its journey and its creation process.
In dance, project assistance is a one-time contribution to:
- the production of a creation attesting to an original approach of choreographic writing and a singular artistic universe. This is especially true for first applications.
- the production of a recreation or recovery (refer to the glossary in Appendix 4 for definitions of these terms). In this case, it will be necessary to appreciate the place that this piece holds in the career of the choreographer who is the author and in the choreographic actuality of the period in which it was created, as well as the interest of proposing it again to the public.
In addition, in dance,
- For teams that have already received one or more assists, the awarding of new support will take into account the previous path, the evolution of the writing and the forms produced by the choreographer concerned and the reception that has benefited his previous achievements.
In theatre and associated arts, project assistance is a one-time aid contributing to the production of a creation, a recreation or a recovery and contributing primarily to:
- the identification and support of artistic approaches likely to renew the repertoires
- supporting innovation and creativity in dramatic, circus and public space writing
- the resumption of a show in the company’s repertoire, whether previously assisted or not, following a prolonged interruption of operations.
In addition, in theatre and associated arts,
- For a first application, particular attention will be paid to the professional support (residence, companionship, co-production, etc.) which the project benefits from and to the prospects of distribution of which at least five dates are the subject of an assignment contract or, possibly, a co-production contract with a guaranteed minimum equivalent to the shelf cost.
Conventionally
Examination of applications for contractual arrangement will be carried out in particular with regard to quantitative criteria, which vary according to the artistic field in question and the type of aid requested, are detailed above (project eligibility) and are specified in Annex 2 to the circular.
Whatever the discipline, the renewal of an agreement will take into account the implementation of the artistic and cultural project provided for under the previous agreement concluded between the State and the beneficiary, and the conditions for the evolution of the artistic and cultural project.
The examination of requests for agreements will also take into account the specific criteria by discipline, detailed in the circular, in particular for determining the number of years of agreements:
In music, the examination of applications must determine the most appropriate duration of the agreement (modulation) and assess, in particular for the first applications, the fulfilment of the following conditions:
- the ability to develop, diversify and solidify its artistic purpose and to project itself over time
- the structuring and stability of the artistic, administrative and technical team and its ability to consolidate employment
- the ability to invest a territory as a cultural actor and to develop and diversify its involvement through collaboration with cultural, social, educational and economic actors
- the balance of dissemination between new programmes and the resumption of previously presented works
- the ability to explore new forms of concert or to foster the meeting of musical genres or other artistic fields
- has the ability to diversify and retain production partners and to be present on a regular and structured basis in national and international distribution networks, developing tours and series
- a built public relationship, supported by a cultural action programme
- a balanced management between operating and artistic expenses
- regular support from local authorities and a search for patronage.
Particular attention may be paid to teams who wish to engage in a process of companionship with other artists or teams.
In dance, it is important, in the multi-year agreement, to adjust the objectives, duration and amount of the grant of the agreement to the nature and scope of the creative activities, as well as the pace of creation of the artist or company. Thus, the examination of applications must determine the most appropriate duration of the agreement (modulation) according to the following criteria for a first application: to assess the confirmed character of the artists, collectives or companies with regard to artistic singularity, the vitality of the project, the ability to project over the long term, the solidity of the administrative and technical artistic team and its ability to structure and consolidate employment; the ability to contribute to the evolution of the structure of the regional, national and international choreographic landscape; the feasibility of the artistic and cultural project and its consideration of respect for the environment are also examined.
Artists accompanied in delegated production (by a production office or a distribution structure) may request a two-year agreement the time to structure their activity within an independent company.
The three and four year agreement aims to support artistic teams that mobilize many partners and generate a significant volume of employment.
One four-year agreement is awarded to an artistic team whose ability to disseminate their work, develop international partnerships and constitute a resource for emerging artists is proven. It can also be attributed to an artistic team that provides in its artistic and cultural project a significant research time associated with a creation and a dissemination activity of its repertoire.
In theatre and associated arts, the examination of applications for agreements must determine the most appropriate duration of agreements (modulation) with regard to the following:
- The two-year agreement aims to accompany a team to a transitional phase of its journey, notably for the realization of a large-scale artistic project, justifying a two-year accompaniment; the development of an artistic project, consolidation of its registration in professional networks, administrative structuring, structured research project; evolution of the project in terms of volume of activities and partnerships (growth or deceleration of the activity, cessation of activities or gradual exit from the contract).
In order to ensure that this agreement remains a transitional stage in a course, this two-year aid will be renewable only once consecutively.
Artists accompanied in delegated production (by a production office or a broadcasting structure) can apply for a two-year contract while structuring their activity within an independent company. - The three and four year agreement aims to support independent teams that mobilize many partners and a large volume of employment. The three-year agreement aims to support artistic teams whose maturity and innovative character of the artistic project are proven and are translated into national dissemination and structuring.
- The four-year agreement Aims exclusively at supporting the few teams that have proven projects and partnerships with visibility over the four years following the request, mobilize many partners, including internationally, and generate a significant volume of sustainable employment, and whose productions require particularly long montages and working hours (writing, research, rehearsals, etc.) (for example in the circus field).
During the examination phase of the dossier, decentralized departments of the Ministry of Culture will be able to identify projects which make it difficult to apply all the criteria “because of the singularity of aesthetics, of proposals of atypical form, of conditions of production or dissemination related to the rhythm or the format of creation”.
Administrative admissibility
After receipt of the requests, each decentralized department of the Ministry of Culture is responsible for examining the administrative admissibility of files within its territory, ensuring that:
- completeness of documents
- compliance with the legal framework of the applicant companies
- the eligibility of the application with regard to the criteria defined in the order of 16 December 2021, specified in the circular and detailed above.
This step will allow the identification of all admissible applications and therefore likely to be submitted to the Advisory Board.
Sector Advisor Review
If the application is admissible, a time of exchange is mandatory between the sectoral advisor of the decentralized service of the Ministry of Culture and the artist or artistic team so that he or she presents his or her work and provides additional information useful for the examination of the application.
The Sector Advisor will examine all applications in their various aspects (artistic, cultural, partnership, budget, social, artist background and previous requests, etc.). On this basis, he will identify the teams invited, if necessary, to present their work at the hearing.
Opinion of the Advisory Committee
The decentralized department of the territorially competent Ministry of Culture convenes the committee for an opinion. Through a confrontation of points of view, these advisory opinions feed into the analysis of the decentralized service of the Ministry of Culture which will identify the projects which have attracted a majority of favourable opinions.
Decision of the Ministry of Culture
The decentralized department of the Ministry of Culture will also appreciate the feasibility of the project and the opportunity for support in the light of other requests, the available budget and the public policy priorities pursued, with particular attention to the diversity of aesthetics, respect for parity and support for employment.
Beneficiaries of project aid must draw up an implementation report at the latest 1 year after receiving the aid. This assessment should be used to assess the production and dissemination achieved.
For the agreement, the beneficiary will provide, on the occasion of its annual grant applications, elements to assess the evolution of its project and to feed the exchange with the referring advisor. This regular assessment of the implementation of the objectives of the multi annual agreement will, where appropriate, enable the amount paid to be adjusted.
In addition, at the latest six months before the end of the agreement, the beneficiary shall draw up a qualitative and quantitative assessment detailing the activities and the achievement of the objectives set out in the reference multiannual agreement. Beyond the data provided annually to the decentralized service of the Ministry of Culture, this assessment requires a reflexive approach and a critical and reasoned appreciation of the artist or artistic team on the trajectory achieved during the duration of the convention and its projection capabilities over the coming years. This assessment will have to be the subject of an expertise by the sector advisor and an exchange with the artist or artistic team, which will be based on a set of criteria and indicators.
