What is the Programme for the Digitisation and Valorisation of Cultural Content?
The digitization of cultural heritage meets the needs of a general public for various uses of discovery and of acquaintance cultural heritage or recreational uses and amateur practices, or at the request of professionals for uses of research, of scientific knowledge or specific uses for tourism or artistic and cultural education.
The "National Programme for the Digitisation and Enhancement of Cultural Content" (PNV) succeeds the "National Programme for the Digitisation of Cultural Heritage and Creation" (PNN) launched in 1996. It makes it possible to reorient and renew the Ministry of Culture’s methods of intervention in the field of digitization.
Thus, in the continuation of the strengthening of the resources devoted to the policies of cultural democratization and artistic and cultural education, the Ministry of Culture reaffirms its support for the digitisation of resources meeting the objectives of dissemination of cultural content This program is resolutely oriented towards uses, with the aim of disseminating cultural content to as many people as possible, developing digital education and the emergence of new online services and uses.
This program promotes a territorial anchorage adapted to the geographical and organizational context of the regions : The Regional Directorates for Cultural Affairs (DRAC) are pilots of the territorial ministerial digitization policy and have a dedicated budget. Collaboration with local authorities is one of the foundations for the implementation of the programme at local level, to ensure the complementarity and coherence of public action and to promote the emergence of projects that meet objectives shared by the State and local authorities.
Objectives of the approach
The PNV subsidizes the digitization of cultural content, regardless of the cultural sector or its nature (written, sound, visual, etc.).
The PNV is resolutely turned towards uses, that is to say, the use, the diffusion and the access to these digital contents by the greatest number. It participates in the strengthening of the policies of cultural democratization and artistic and cultural education carried out by the Ministry of Culture.
Through its deconcentration, it promotes a territorial anchoring adapted to the geographical and organizational context of the regions. The DRAC are thus positioned as a pilot of the territorial ministerial policy of digitization, in collaboration with local authorities.
Creation context
In a context of profound transformations related to the digital transition of society, the Ministry of Culture formalized a digital strategy addressing the fundamental issues of diffusion and anchoring digital innovations in all cultural public policies, but also in support the digital transformation of the sector and to best prepare professionals for the challenges of tomorrow.
This strategy includes a new ambition for the digitisation of cultural content, regardless of the cultural sector to which it belongs or its nature (written, sound, visual, etc.): resolutely oriented towards uses, that is to say towards use, the distribution and access to this digital content by the greatest number, the new digitization program called "National programme for digitisation and enhancement of cultural content" (PNV) participates in strengthening the policies of cultural democratization and artistic and cultural education carried out by the Ministry of Culture.

The projects eligible for the PNV are:
- the digitization or renumbering of cultural content
- actions allowing the provision and dissemination of cultural content, in particular: indexing, software and clearing of rights
All types of content are eligible for PNV. These may include archive holdings, films, photos, images, sound recordings, maps, books, press articles, movable objects, performance recordings, built heritage, 3D models of cultural objects of heritage interest (including museum collections, historical monuments, remains or archaeological sites), etc.
Projects whose purpose is not publication for the greatest number of digitized resources are not eligible.
Similarly, projects that are not related to the cultural life of the region concerned are not eligible.
The following content digitization operations may be subsidized:
- Content to be digitized: transforming content from a non-digital state to a digital format
- Content to be renumbered: renumbering of objects or content already available in digital form (whether natively digital or not) and whose current technical format does not allow full reuse or preservation
- Means necessary for the dissemination of content, including:
- Indexing – possibly retrospective – of digitized holdings (metadata enrichment)
- Software: software intended to promote the enrichment and appropriation of digitized resources, with the aim of access and distribution by the greatest number (editorial tools, collaborative enrichment, gamification, etc.)
- «Clearing of rights» operations: actions consisting in identifying the rights holders of a work, facilitating the transfer of rights and reuse and ensuring its dissemination

The program includes two separate facilities in the Grand-Est region:
- A system dedicated to large-scale or structuring projects that respond to the orientations of cultural policies at the regional level and meet objectives shared by the State and local authorities.
Thus, a digital mediation platform adapted to the historical monuments and archaeological sites of the region, fed by unprecedented shots taken by drone, the creation of a virtual cultural route around a place or a monument or the digitization of a fund to enhance the cultural identity of a territory could constitute projects supported under this scheme. - A system dedicated to small-scale projects to irrigate and support networks of local cultural structures. This could include, for example, the digitization of a valuable fonds or the proposal of an original use case for digitized resources.
In either case, special support will be given to projects based on pooling of data or skills, whose logics involve several actors.

Procedures for assessing applications
The scope of eligible projects covers all cultural fields of heritage and creation as they aim to promote access to culture for as many people as possible.
Particular attention will be paid to projects offering innovative mediation tools, such as applications that promote digital content to the general public.
Files are assessed against:
- the promotion of heritage and creation in the Great East;
- the innovative nature of the mediation system (participatory creation);
- compliance with best practices (standards in terms of file format and metadata, open license for the reuse of public data, intellectual property rights, etc.).

The digitization of cultural heritage meets either the needs of a general public for various uses of discovery and knowledge of cultural heritage or uses of leisure and amateur practices, or the requests of professionals for research uses, scientific knowledge or specific uses for artistic and cultural education, publishing or tourism.
This digital mediation strategy includes a new ambition for the digitisation of cultural content, regardless of the cultural sector to which it belongs or its nature (written, sound, visual, etc.): resolutely turned towards uses, that is, towards the use, distribution and access to these digital contents by the greatest number.
The digitization program, initiated in 2018 and called «national program of digitization and valorisation of cultural contents» (PNV) » contributes to strengthening the policies of cultural democratization and artistic and cultural education promoted by the Ministry of Culture and updated through its new Digital Strategy implemented in 2022: (https://www.culture.gouv.fr/Thematiques/Innovation-numerique).
Principles and description of the programme
In line with the strengthening of the resources devoted to cultural democratization and artistic and cultural education policies, DRAC Hauts-de-France reaffirms its support for the digitization of resources that meet the objectives of dissemination of cultural content: this programme is resolutely oriented towards uses, with the aim of disseminating cultural content to as many people as possible, developing digital education and the emergence of new online services and uses.
Collaboration with local and regional authorities is one of the foundations of the implementation of the programme at the level of the Hauts de France region, in order to ensure the complementarity and coherence of public action according to the following strategic axis: «Develop the offer of cultural resources through ICT through the development of applications, tools or digital portals allowing the dissemination and enhancement of heritage collections and cultural and artistic works and creations».
Eligibility criteria of the applicant
The structures eligible for funding are:
- Regional, departmental, agglomeration communities, municipalities ( Libraries, media museums, VPAH, Regional or municipal archives, Regional Inventory Service, heritage services, archaeology, historical monuments, artistic creation, etc.);
- Private law structures: Foundations, learned societies, non-profit associations for which a minimum co-financing of 10% of the total cost of the project by a local authority has been acquired.
Eligibility criteria for the project
To be eligible, projects must meet the following criteria:
- Internet access : project leaders are asked to make the digitized documents accessible to all on the Internet by the end of the project set for June 2025;
- Ownership of rights : the services or project promoters must hold the rights to broadcast in digital form;
- Contribute to cultural access and democratization and reduce the digital divide;
- Regional Partnerships : projects within the framework of regional partnerships for the joint development of heritage or the sharing of expertise for the dissemination of funds will be evaluated as a priority;
- Open technologies and standard protocols for national and European interoperability (Dublin Core metadata, EAD, OAI-PMH protocol, semantic web, etc.);
- The establishment of regional access portals (Musenor, Armarium, Proscitec VPAH, etc.), departmental (Departmental Archives, etc.), or national aggregators: “Collections”, Gallica, the “POP” platform of the Ministry of Culture, or those aimed at consolidating “Europeana”, the European cultural database;
- The dissemination and reuse of public digital data in the cultural sector (Open Data) and a move towards the notion of the semantic Web to allow the reuse of digitized resources, freely and free of charge accessible to all, both content and associated metadata;
- Projects should be made and posted online within a maximum period of 12 months from June 2024 to June 2025;
- The cost of the project will have to be evaluated TTCwith the funding allocated inclusive of VAT;
- The total budget of the project must clearly identify the distribution of costs between the grant requested from the State and those covered by the project leader.
Amount of subsidy
The estimated amount of project funding by the DRAC is limited to 50% maximum total project cost and except for DRAC/BnF projects limited to 80%.
The minimum and maximum amounts of grants are set at 2,000 and 20,000 euros per project.
Terms and conditions of the grant
It is recalled that the grants granted under this call for projects can only finance projects after the award of the grant by the Digital Commission of the DRAC Hauts de France to be held in early June 2024 and. which will then coordinate the aspects administrative and will also ensure the proper execution of projects and their online/dissemination.
The allocation of the PNV grant also involves:
- For departmental and municipal archives, the non-exclusive reporting of
Metadata of the digitized collections on the "FranceArchives" portal, in compliance with the conditions of participation in the national portal and in connection with its managers. - For establishments with the designation «Musée de France», the priority, non-exclusive online publication of metadata and images on the national basis «Mona Lisa», in compliance with the terms of the charter of participation the collective catalogue of the collections of the museums of France and in connection with its officials.

Example of projects previously supported
Nantes Patrimonia allows the inhabitants to be actors of the life of their city, their district, by subjects that bring them together and resemble them.
It is a site of the City of Nantes managed daily by the Department of Heritage and Archaeology, in close connection with the Archives of Nantes.
A multimedia dance platform, Numéridanse provides access to a unique video collection: filmed shows, documentaries, interviews, fictions, video dance.
Since its creation, Numéridanse has been co-designed and developed in partnership with the Centre national de la danse and supported by the BNP Paribas Foundation and the Ministry of Culture.
