The Directorate-General for Media and Cultural Industries defines, implements and evaluates the State’s policy for the development and pluralism of the media, the music industry, books and reading and the cultural economy. In its field of competence, it participates in the policy of the State for the development of communication services to the public by electronic means and the advertising industry.
In this context, it contributes to defining, implementing and evaluating the conditions for the development of industries for the dissemination and production of cultural content. It coordinates the action of the ministry in favor of all cultural industries. It promotes cultural entrepreneurship, access to public and private financing for cultural enterprises, the development of cultural businesses, and the export of cultural industries in conjunction with the General Secretariat.
She contributes to economic studies and evaluation and research, as well as monitoring and expertise on the evolution of digital technologies, in her field of activity.
It ensures a balance between the various actors involved in the field of books and, as such, the development of the book economy, in France and abroad. It promotes the development of reading and evaluates policies in the field of public reading. It contributes to the modernization of libraries and media libraries, and in particular to the strengthening of cooperation networks and services, as well as the training of their staff. It ensures the conservation, enrichment and enhancement of the heritage of libraries and media libraries. It exercises the technical control of the State over the libraries and media libraries of local authorities. It exercises, in its field of competence, the right of pre-emption provided for by the heritage code.
In conjunction with the General Secretariat, it drafts legislation and regulations on the written press, information gathering, audiovisual communication and other communication services for the public. In these various sectors, it follows the negotiations relating to the professions concerned, manages financial aid allocated to companies and contributes to the monitoring of social issues in these sectors. It hears disputes in its fields of competence and acts as secretariat for the Joint Committee on Publications and News Agencies. It monitors the activities of organizations in the press and the collection of information subject to special status or linked to the State by convention. It oversees the monitoring of public audiovisual sector organizations and participates in the development and implementation of the State’s policy for France’s external audiovisual action.
In conjunction with the General Secretariat, it contributes to the development of the French position for European and international negotiations on the regulation and regulation of media, cultural industries, books and online services.
It provides the secretariat for the Joint Committee on Publications and News Agencies. It monitors the activities of organizations in the press and the collection of information subject to special status or linked to the State by convention.
It shall, within its field of competence:
- the collection, production and dissemination of scientific documents and data, in particular in digital form;
- the development of European and international action.
It exercises the right of pre-emption under the French Heritage Code.
She follows the activities of the Centre national du cinéma et de l'image animée.
She is responsible, for the ministry, for the policy of regulating digital platforms.
It monitors technology, analyses their business models and provides its legal expertise in conjunction with the General Secretariat.
It contributes, for its part, to human resources policy and management, strategy and budget management, study, observation and research, and to the management of equipment operations. It ensures the animation of decentralized services in its field of competence and supervises the organizations under its scope.
It shall, in conjunction with the Secretariat-General, ensure the collection, production and dissemination of documents and data, particularly economic data, relating to sectors within its field of competence, and the analysis of their economic models, in particular those of operators.
It shall, within its field of competence:
- awareness-raising, development and public satisfaction, in connection with the general delegation to transmission, territories and cultural democracy;
- the observation of patronage, in conjunction with the General Secretariat.
It manages the credits relating to public broadcasting.
The Director-General for Media and Cultural Industries shall be assisted by a Deputy Director who may be responsible for books and reading or for the media, as well as by a transversal mission within the Directorate-General.
