La direction générale des médias et des industries culturelles définit, met en œuvre et évalue la politique de l'Etat en faveur du développement et du pluralisme des médias, de l'industrie musicale, du livre et de la lecture et de l'économie culturelle. Elle participe, pour ce qui concerne son champ de compétence, à la politique de l'Etat en faveur du développement des services de communication au public par voie électronique et de l'industrie publicitaire.
In this context, it helps to define, implement and evaluate the conditions for the development of industries for the dissemination and production of cultural content. It coordinates the Ministry’s action for all cultural industries. It promotes cultural entrepreneurship, the access of cultural enterprises to public and private funding, the development of cultural businesses, as well as the export of cultural industries in conjunction with the General Secretariat.
It contributes to economic study and evaluation and research, as well as monitoring and expertise on the evolution of digital technologies, in its field of activity.
It ensures a balance between the various players involved in the book industry and, as such, the development of the book economy in France and abroad. It promotes the development of reading and evaluates policies in the field of public reading. It shall contribute to the modernisation of libraries and media libraries, in particular to the strengthening of cooperation networks and services, and to the training of their staff. It ensures the preservation, enrichment and enhancement of the heritage of libraries and media libraries. It exercises the technical control of the State over the libraries and media libraries of the local authorities. It exercises, in its field of competence, the right of pre-emption provided for by the French Heritage Code.
In conjunction with the Secretariat-General, it draws up legislation and regulations on the written press, information gathering, audiovisual communication and other communication services for the public. In these various sectors, it monitors the negotiations relating to the professions concerned, manages financial aid allocated to enterprises and contributes to the monitoring of social issues in these sectors. It investigates disputes in its fields of competence and provides the secretariat for the Joint Committee on Publications and News Agencies. It monitors the activities of organizations in the press and the collection of information subject to special status or linked to the State by convention. It oversees the follow-up of public audiovisual sector bodies and participates in the development and implementation of the State’s policy in favour of France’s external audiovisual action.
In conjunction with the General Secretariat, she contributes to the development of the French position for European and international negotiations on the regulation and regulation of media, cultural industries, books and online services.
It provides the secretariat for the Joint Committee on Publications and Press Agencies. It monitors the activities of organizations in the press and the collection of information subject to special status or linked to the State by convention.
It shall ensure, in its field of competence:
- the collection, production and dissemination of scientific documents and data, including in digital form;
- Development of European and international action.
It exercises the right of pre-emption provided by the French Heritage Code.
It follows the activities of the Centre national du cinéma et de l'image animée.
She is responsible for the Ministry’s policy of regulating digital platforms.
It monitors technology, analyses their business models and provides legal expertise in conjunction with the General Secretariat.
It contributes to the policy and management of human resources, to strategy and budget management, to study, observation and research work and to steering equipment operations. It is responsible for the provision of decentralized services in its field of competence and supervises the bodies within its scope.
In conjunction with the General Secretariat, it shall ensure the collection, production and dissemination of documents and data, particularly economic data, relating to the sectors within its field of competence and the analysis of their economic models, in particular those of operators.
It shall ensure, in its field of competence:
- awareness-raising, development and public satisfaction, in conjunction with the general delegation for transmission, territories and cultural democracy;
- Observation of sponsorship, in conjunction with the General Secretariat.
It manages the appropriations for public broadcasting.
The Director-General for Media and Cultural Industries is assisted by a Deputy Director who may be responsible for books and reading or media, as well as a cross-cutting mission within the Directorate-General.
