MUTATIONS DU PATRIMOINE BÂTI DÉLAISSÉ

Group 4 of the Session 19-20

CHEC 19-20 G4 - Image du site.jpeg

The use of a building is also the best guarantee of its conservation. How to reinvest the abandoned built heritage with new uses that ensure both its financing and a social revitalization of the localities that anchor these buildings?

What is the role of the private sector? What are the necessary adaptation procedures for public regulators? What new form of public engagement can accompany projects?

ENTREPRISES ET LIEN CULTUREL

Groupe 6 de la Session 19-20

CHEC 19-20 G6 - Image du site.jpeg

As powerful levers for development, businesses and cultural actors contribute to the economic dynamism of the territories.

Noting a relative lack of knowledge of companies for the cultural sector and cultural actors for the business world, the report highlights the positive interactions to be developed: many entrepreneurial skills that can be put at the service of cultural operators, accompanying companies by the latter on all matters relating to their social and territorial responsibility, as on issues of attractiveness and corporate culture.

ÉVENEMENTS CULTURELS TEMPORAIRES

Groupe 1 de la Session 20-21

Évènements culturels et pratiques éco-responsables

CHEC 20-21 G1 - Image du site.jpeg

Exhibitions, shows, festivals, ephemeral events on the public space, installations, meetings: the cultural sector is at the origin of many events whose production must be rethought as a whole to limit its environmental impact. These changes to be made can be understood just as much in the modes of production in the incentive of the public to modify their uses, in the diffusion of works on the territories, but also in the conception of events.

How else can cultural events be conceived? What new models of monstrations and encounters to invent, reconciling sobriety, freedom and artistic ambition? What supports can be put in place to support these efforts?

Referent : Pierre BEFFEYTE, President of the Festival Off d'Avignon

The objective of the Estates General of the Cultural and Creative Industries is to study the sector in detail in order to define and deepen the challenges of economic structuring. In particular, it has identified five avenues for initiatives that will feed into the roadmap of the Strategic Sector Committee (FSC) by the end of 2020. Among these five avenues is “increasing the social and environmental engagement of CIOs”.

How to support the structuring of this important and complex economic sector on the objectives of sustainable development? Whether it is fashion, video games, audiovisual media or the book sector, the economic and social challenges of a paradigm shift in production and distribution modes are considerable. How can we best support the transition?

UN NUMÉRIQUE CULTUREL A INVENTER

Groupe 5 de la Session 20-21

Entre potentiel de création et risque de dilapidation des ressources, un numérique culturel à inventer

CHEC 20-21 G5 - Image du site.png

The health crisis and lockdown have caused an unprecedented acceleration in digital cultural uses. This acceleration has made even more visible the potentialities of digital for creation as for diffusion. It also confirmed the risks of potential casualisation of content producers, little recognized in the value chain, but also, paradoxically, of increasing de facto inequalities in users' access to resources. To these points of attention already identified, such as those concerning issues of sovereignty, security and civil liberties, are added today the question of the sustainability of the digital economy as a whole, as its considerable energy and environmental impact is discovered (rare earth exploitation).

How can we reconcile the extraordinary contribution of digital technology in the cultural field with the need for a more sober functioning? Can cultural actors provide solutions to these challenges?

PÉRENNITÉ ET RÉSILIENCE ÉCONOMIQUE

Groupe 7 de la Session 20-21

Pérennité et résilience économique : inscrire la culture dans le temps long de la société

CHEC 20-21 G7 - Image du site.png

The cultural sector has been hit hard by the health crisis. Whether it is public or private actors, whether subsidized or not, the consequences of lockdown and physical distancing measures will be felt over the long term, and will require, as usage changes, sometimes profound changes in offerings. the modes of operation, and hence the existing economic models. More broadly, the issue of economic resilience to potential crises in future years is particularly acute for cultural actors.

How can these different actors be prepared to cope with and make the necessary changes? What adjustments should be made in management methods, what new modes of governance, what public-private cooperation, what strategic investments should be made so that the ecological imperative does not dissolve in economic constraint, On the contrary, does it make it possible to cope better with uncertainty?

HYBRIDATION DES MODELES ECONOMIQUES

Groupe 4 de la Session 21-22

Ressources économiques des lieux culturels : vers une hybridation des modèles ?

tirelire ai.jpg

The prolonged closure of cultural venues has not only resulted in a sharp decline in ticket sales resources, making emergency public intervention necessary to compensate for these losses: it has highlighted, in a more global and structural way, the varied limitations and fragilities of the economic models of these places. If the situations are different according to the sectors, if the statutes of these places and their membership are or are not linked to networks guaranteeing public funding contractualised over time, Nevertheless, they are all faced with the risk of tightening public funding and the weakening of recent strategies for seeking own resources.

So how can they organise their resilience and increase their capacity to face financial risks? In particular, how can public policies reorient the framework of public support and support the diversification of private resources by promoting a reflection of funds on public policies and their impacts in terms of ticketing, and by initiating reflection on the establishment of new forms of partnerships with the private sector, going beyond the strict logic of patronage?
