Cultural charters
The policy of partnership with the communities, called of his wishes by Jacques Duhamel in an intervention in the Senate on December 3, 1971, finds its translation with Michel Guy who launched, on June 28, 1974 in Poitiers, the policy of cultural charters with cities, departments and regions. The first was signed with the city of Grenoble on 20 May 1975 and a total of 27 charters were signed until 1979. In 1982, the new Cultural Development Directorate replaced the policy of cultural charters with cultural development conventions, the first of which was signed on 24 April, again with the city of Grenoble. Between 1982 and 1995, more than 1700 agreements were signed, including 1224 (72%) with cities.
