January is traditionally the month of vows and I would like to
first, to introduce each of you to my best
wishes for 2010, which promises to be particularly stimulating and
decisive for the issues that matter to us.
This month of January 2010 is paradoxically also, a time of harvest
– a sort of "messidor" before the hour, to resume
the months of the revolutionary calendar. Indeed, as you know, the
last week, I was given – already – the report of a very
Creation and Internet, dedicated to the development of the
on the Internet. I also installed the High Regulatory Authority known as
“HADOPI”, and today I am pleased to receive the excellent report
prepared under the direction of the former president of France Télévisions, Marc
TESSIER.
All this, alongside many other actions and reflections that we
let’s drive here, form an articulated ensemble where the determination that
is mine to embrace the great challenge that constitutes, for
our contemporary societies and for their cultures, the revolution
digital.
These report harvests are also, of course, sowing, sowing
sowing of the month of January whose fruit I intend to collect in the months
coming and throughout the year. We’ll come back to that later.
But first and foremost I would like to thank and congratulate Marc TESSIER
of course for this remarkable work, as well as all the members of the
Mission led by Emmanuel HOOG, Alban CERISIER,
Olivier BOSC, François-Xavier LABARRAQUE, and the
rapporteur Sophie-Justine LIEBER.
I also want to thank my administration, in particular the
Book and Reading that gave them its enlightened assistance to lead to
well this Mission in the best conditions.
Before then, dear Marc TESSIER and dear Nathalie KOSCIUSKO-MORIZET,
give you the floor – but rest assured, it will be to take it back
immediately: you know, my dear Marc, that we do not gag an old
television man so easily! – I would simply like to trace
a few words the context in which I made the decision of you
entrust this important mission, as well as the one in which I receive
today your work.
As soon as I arrived on rue de Valois, I affirmed the crucial nature of the debate
The National Library of Canada has been
France and an American giant whose name you all know. And in
at the same time, I immediately indicated that I did not wish that
debate is added to the long series of «Franco-French wars» or
French-American polemics, even if they may have the
old-fashioned charm of Saint-Germain-des-Prés…
No, the stakes required, as I said, to overcome the passionate reflexes,
to study and reflect on all the options, without exclusive, but also
uncompromisingly.
I can already tell you that I am fully satisfied with the work
of the Mission which perfectly meets the command I gave him
and who does it in a time if not «record» as we say sometimes, in total
case with all the speed compatible with the complexity of this heavy subject
of consequences for our culture and its current influence
digital.
However, your report comes in an extremely favourable context.
I have indeed obtained an envelope of no less than 750 million euros
in the framework of the Great Loan launched by the President of the Republic,
a major investment that will create jobs and
the massive digitization policy of our heritage, including our
culture needs.
This means that today we have the certainty that we will be able to
with all the necessary efficiency, in a large-scale action, the
measures that we will consider appropriate to retain among those often very
concrete and very operational that you have proposed to us.
It also means that I will be able to defend more forcefully at the
France, but which is not
French only, to maintain a right of control over the broadcasting of
our heritage and its digitization. I have already made my
Ministers for Culture of the Union on this subject at the Council
on November 27, I also count on my predecessor Christine
ALBANEL to promote it to our partners, but
the arbitration of the President of the Republic considerably strengthens
position in European debates on the issue. I have
immediately requested that your report be translated into several
languages of the Union, in particular to be able to discuss them during the month
with my Spanish counterpart whose sensitivity will be
necessarily decisive within the framework of the Spanish presidency of the Union
european.
I’m thinking in particular – but I’ll come back to it because I prefer, and I think
Nathalie will agree with me, let Marc TESSIER take care of us
present its conclusions – at the rise of “Gallica”,
synonymous with reconfiguration and openness, or under study
circumstances under which it would be possible to
enter into “public-private partnerships” with companies such as,
for example, Google.
But I think it is high time that the President of the
Mission for him to present his own conclusions.

I would like to conclude by saying that I fully share your
ambition to invent an alternative model to that of «Google Books» for
French and Francophone works, to create a large platform
which will both gather and develop the forces of what already exists and
will offer new services.
For innovations, I think of the resources of the new Internet: those
“Web 2.0”, meaning social networks that
structure the Web, and create networks in the
network; those of the «wiki», that is to say of a participative Internet and
which offers the possibility to enrich a text and make it alive
through the contribution and dialogue that Internet users maintain with him and
between them. This new platform will bring us in from the ground up
in the era of sharing and debate that the age of hypertext must be.
This digital book distribution platform will of course include the
heritage of “Gallica” – named after a Gallic Romanized village
think more about ancestors than cutting-edge technologies – but
of a Gallica not only renamed, but «reboosted», so to speak.
It must also accommodate, to encompass the entire panorama of the book, but
in a way that respects copyright, works that
are not yet in the public domain.
So I’m counting on our publishers, which I see are very large
represented here, Arnaud NOURY, CEO of Hachette Livre and Antoine
GALLIMARD, to engage in a resolute and united spirit in this
project. I insist that their difference will be respected and that it must
not a single platform, but a common platform.
I also count on the mobilization of the BnF in this change of interest
General, which will also involve all our public libraries.
The resources made available by the Grand Emprunt put this
ambition within our reach. Time is no longer simply to oppose a
some idea of French quality to digitization «à la chaîne» see
“bulk” loaned to the Californian giant: “We don’t have a
research, but we have ideas», sort of... Because we are
now able to combine a certain sophistication in the
processing and use of data with quantity, and even with this
comprehensiveness that alone makes you visible and can make you a
reference on the Web. I have already said, this public support strengthens our
approach at European level for the progress of the «Europeana» project.
The “public-private partnership” model, which is also part of the
the logic of the Grand Emprunt, seems to me entirely adapted to our objectives and
I see no reason to exclude anyone from this approach.
Of course, I am aware that legal proceedings are ongoing and I do not
don’t want to prejudge their outcome, but I’ll tell Google again, when I
will visit the company in California, as copyright compliance
must be a sine qua non for a possible strong partnership and
viable.
Moreover, you propose, with great finesse, a new form of
partnership, which, through the formula of reciprocal file exchange, we
allows to get out of the usual dichotomy: the striking force on one side,
the contents of the other.
This shows the attention and interest with which we will study your
proposals, reflect on the economic model conducive to their realization, and
that is if I congratulate myself not only for having taken the time of the
reflection to get out of the frontal oppositions, but also to have you
consulted so that we together invent the best possible solution
to this issue, which is essential to our heritage and
our French and European creations.
