In the digital age, the environment in which the INA evolves is marked by the multiplication of actors, the rise of new media and the emergence of new uses and means of dissemination. In the field of content, new offerings are emerging, with innovative programming strategies and new business models. Through globalized networks, new cultural practices and new educational and social uses are emerging that challenge traditional approaches to information, knowledge and knowledge. This context is both full of opportunities and full of uncertainty. On the strength of the results obtained during the first two contracts of objectives and means, the main axes of this third contract are now the transmission of knowledge and skills and the continuation of the safeguarding of audiovisual archives.
- The objective of the INA will be to create, within the research and higher education pole (PRES) «Université Paris est», a track of excellence in image and media. This “Images and Media” division must play an important role in initial and continuing training for audiovisual and digital professions and in research in “image and digital sciences and professions”.
- The plan for safeguarding and digitising (PSN) threatened archives, initiated at the time of the first COM (2000-2003), must continue during this new contract for an amount of €51.6 million.
- These developments will also be based on the implementation of a real estate project to secure the digitized archives and to develop the INA’s teaching and research hosting capacities. The State will finance it up to 55 million euros.
In accordance with the law, the draft contract will soon be submitted to the Committees on Cultural Affairs and Finance of the National Assembly and the Senate, which have six weeks to formulate an opinion, as well as to the Superior Council of Audiovisual.

Building on the successes of the National Audiovisual Institute (INA) in the field of digitization of audiovisual archives, the valorization of collections and training, the State and the INA have just agreed on a 3rd contract of objectives and means (COM), for the period 2010-20102014. The INA’s resources are increased by an average of 3%, to allow it to remain a global reference in its field of activity: the management of audiovisual heritage in digital environment. The contract is structured around two main missions: to continue safeguarding and digitising the threatened audiovisual archives, and to develop its teaching and research activities.
