This is an important social advance, awaited for more than ten years by the
artists authors, which was carried by Frédéric Mitterrand, in connection with Xavier
Bertrand and Nadine Morano.
The design of this system required a long consultation of the whole
of the parties concerned, conducted on the basis of a General Inspection report
Cultural Affairs of December 2009.
Continuing training will now be accessible to all artists
The European Commission has published a report on the European Social Fund.
This scheme will be financed by a contribution from the authors and a contribution from the
broadcasters, supplemented by voluntary participation by rights societies
of authors who have already made a clear commitment to this end.
The training fund thus constituted will be backed by AFDAS, a joint body
authorized collector for the performing arts, film, and
the audiovisual, advertising and leisure sectors, which have just joined
press and publishing in the framework of the reform of the joint bodies
The aim is to raise funds for continuing training.
The scheme will enter into force in 2012.
