This mission has three components, which complement or extend a series of work already undertaken under the auspices of the Minister of Culture and Communication.
In the first place, in line with the Tessier mission and on the basis of its conclusions, Christine Albanel will carry out awareness-raising work with the European Commission and the European Ministers responsible for Culture, to publicize and clarify the French position on digitization proposals made to public libraries by companies such as Google.
Secondly, following the adoption of the law of 12 June 2009, which notably established the High Authority for the Dissemination of Works and the Protection of Rights on the Internet (HADOPI), whose members are about to be appointed by the Prime Minister, Christine Albanel will assess the conditions in which the publishing sector can take advantage of this device to lead the fight against piracy of works of writing on digital networks.
Finally, on the basis in particular of the conclusions reached by the Zelnik-Toubon-Cerutti mission with a view to fostering the development of digital legal provision in the book sector, Christine Albanel will work with French publishers to facilitate their exposure on the internet and the implementation by these companies of attractive commercial proposals online.
