Paris; Ministry of Culture and Communication The report by Mr. Jacques Rigaud reaffirms the principle of the inalienability of works belonging to public collections, as laid down by the law of 4 January 2002 on museums in France. The report regrets, however, that the provisions of this law providing for the possibility of a decommissioning - and therefore a sale - after an opinion of a scientific committee "have so far not been applied in practice". Instead of going back to the principle of inalienability, he is proposing to stick to the 2002 act. However, the report is more flexible for the collections of the Fonds national d'art contemporain (Fnac) and for those of the regional funds (Frac), which do not fall under the 2002 law. 51 pages
