In accordance with the code of relations between the public and the administration, the Ministry of Culture publishes on this page all the documents relating to requests for referral made to the Commission d'accès aux documents administratives (CADA).
Subject to certain conditions, the administrative authorities (State, local and regional authorities, persons governed by public law and persons governed by private law entrusted with a public service mission) have the obligation to disclose to any person who so requests the administrative documents in their possession.
In case of refusal or silence for more than one month (implied refusal), the applicant has two months to refer to the Commission d'accès aux documents administratives (CADA).
Created in France by law no. 78-753 of 17 July 1978, the CADA is an independent administrative authority whose objective is to facilitate and control the access of individuals to administrative documents.
The documents communicated in the context of this procedure are published online by the administration, in accordance with article L. 312-1-1 of the code of relations between the public and the administration.
