What is the principle behind this call for applications?

The association Télé Baie de Somme (TBS), a local participatory audiovisual medium, was created more than 30 years ago to promote citizen expression and promote and support the development of its territory of settlement, Picardie maritime. Thus, in 2015, TBS realizes «The fragile balance of a jewel», documentary-advocacy for the creation of the future regional natural park (PNR).

The PNR Baie de Somme Picardie maritime, labeled in 2020, was winner, in 2021, of the call for projects of the State «National Food Program». The Territorial Food Projects (PAT) aim to “bring producers, processors, distributors, local authorities and consumers closer together and to develop agriculture in the territories and the quality of food.” This project for maritime Picardy aims to "promote the marketing of responsible local products, land and sea", to develop short circuits to "meet the challenges of a low-carbon diet" of quality, in order to maintain local employment, to preserve natural environments.

In 2022 and 2023, the PNR implements the first part of the PAT: the shared diagnosis to develop with all the actors of the territory a territorial food strategy and an action plan. Indeed, to enable the development of concrete actions and succeed the food transition of the territory, a collective mobilization of all actors (farmers, distributors, processors, neighbourhood traders, school cooks, municipalities, inter-municipal structures, citizens, students, etc.) is essential.

In 2022, it was essentially a matter of gathering the word of the inhabitants and actors in the different parts of the territory: Ponthieu, Vimeu, Abbevillois, coastline in order to share visions of the existing throughout the chain, «from fork to fork», in order to share the diagnosis as widely as possible. In 2023, it is a matter of deepening this overview and sharing the challenges with stakeholders and residents, in order to prepare the co-construction of an action plan. In 2024 it will be necessary to continue this work of awareness and debate in order to foster the emergence of new collective actions, with the support of local associations and elected officials.

In coherence with its associative project, TBS is a partner in this approach which aims to promote the expression of actors and inhabitants of the territory and animate the debate. It is in this context that, with the support of the DRAC Hauts-de-France, is launched the present call for application for a residency- mission of journalist reporter of images in 2023, in the continuation of the one conducted in 2022 with the journalist Pauline Porro.

This residence is aimed at professional journalists who are image reporters and have a press card. The residency will take place in Picardie Maritime (TBS offices in Abbeville), for the 2nd phase over 3 months, from mid-May to mid-July and then in September, with an effective presence of 35 to 40 days on the territory (35 days minimum). The duration and missions of the third phase will be specified at the end of the second phase, based in particular on the journalist’s assessment and proposals.
