The community of communes of the West Vosges, signatory of a territorial contract of artistic and cultural education (CTEAC) with the Regional Directorate of Cultural Affairs Grand Est (DRAC), the Department of Vosges and the Academy Nancy-Metz launches, with artists of all disciplines, a call for projects of artistic and cultural education "Residence of territory" on the theme Arts of taste, for the school year 2024-2025.
The Regional Directorate of Cultural Affairs Grand Est, the Academy of Nancy-Metz and local authorities partners are working to set up the «Residences of territory» – residencies in territories engaged in a CTEAC Territorial Contract for Artistic and Cultural Education.
The objectives of this system are to:
- Contribute to the national priority for the generalisation of arts and cultural education (EAC)
- Facilitate multidisciplinarity and transversality within schools and territorial structures
- Reducing inequalities in access to art and culture
- Cooperate with socio-educational, cultural and associative actors of the territory to create links on the territory
- Support the artistic and cultural presence, especially in rural areas
The residency is anchored on the fundamental and inseparable steps related to the EAC: to practice within an artistic project, to meet a work through the discovery of a creative process, appropriate the experience to give the desire to continue and share art and culture. It encourages the discovery and attendance of places of creation and artistic diffusion.
Objectives of the residence

The residence radiates on a territory by relying on all the partners and in particular the school, essential actor of the access of young people to the culture. It brings together the teaching team, in conjunction with the culture referent and the management. It contributes to a progression in learning for students.
It encourages diversified educational approaches that combine artistic teaching, interdisciplinary approach and highlights with artists. The residence supports the involvement of local stakeholders. It seeks to mix the public by associating other host institutions (EHPAD, Relais Petite Enfance, Centre Social…). It aims to instill a
dynamic that takes into account the specific characteristics of each territory, in terms of educational, artistic and cultural issues. It feeds on encounters with the population living in this territory.
Who can apply?
The call for applications is open to solo artists or companies that live and work outside the territory of the Community of Communes of the West Vosges. The objective, by this choice, is to allow, on the one hand, to make discover new artists to the actors of the territory, and on the other hand, to artists more distant, to take part in this project and thus, apprehend and work with the characteristics of a territory that is not familiar to them. Similarly, artists who have already intervened in the territory as part of federating projects and/ or mediation actions are not priority.
Artists wishing to respond to the call for applications will have to prove a current creation and a recognized artistic requirement, specified in the attached CV, affiliation to a specific regime (intermittence, artists' house, AGESSA, etc.), and not being employed full-time on another activity. The artist (or company) must also be versatile in his work and have one or more experience(s) with various audiences (see section below). The artist (or company) involved must be conveyed in order to best intervene on the territory.
The public
The Community of Communes of the West Vosges wishes to set up a residence of territory and creation which is addressed to the structures, schools and inhabitants of the following communes: Grand, Trampot, Brechainville, Pargny-sous-Mureau, Villouxel, Freville, Mont-Les-Neufchâteau, Liffol-le-Grand, Liffol-le-Petit and Bazoilles-sur-Meuse.
The residency aims to federate energies, cross audiences and meet new audiences. It will therefore address a wide audience: ranging from early childhood to residents of Ehpad, through students and young people educated in the territory, young adults and inhabitants.
This residency will take into account all of an individual’s life time, including peri and extracurricular time for children and adolescents. The artist (or company) intervening, must therefore have experience of action towards different
and be able to adapt their interventions according to various profiles and varying age categories.
The artist’s proposal will make it possible to develop both individual projects at each institution, type of structure or group of people but also to create links between the different actors and facilitate the organization of joint sessions. The residence is a joint project to be built with the structures, institutions and municipalities that will be involved in the latter.
Procedure
The residence allowance
The territory residency allowance: the budget allocated for the funding of artistic interventions and preparation hours is 10,000 € (for the 6 weeks of residency). The community, for its part, covers the costs of the residence (equipment, travel, accommodation, meals).
Speakers will not be able to request additional financial support from school structures and institutions. On the other hand, the beneficiaries of the residence, may, within the framework of interventions or complementary actions, commit an envelope which will be their own (exit, material, etc.) in particular via the Pass Culture credits available for the establishments of the 2nd degree.
The creation aid envelope: The intervening company will receive an envelope of € 5,000 for the development of an artistic project (this envelope is only intended for creative work).
The place of the residence
The residency will take place in the participating schools and structures as well as in the
places made available by the municipalities. The public may be required to move
according to the possibilities of each and the needs (parts of the project involving several types of public,
outdoor interventions…). The various spaces of the Trait d'Union performance hall (auditorium, performance hall, dance hall, exhibition space) will be made available as part of the territory residence and creation assistance. The artist or the company can benefit from the equipment and technical support of the stage managers, subject to their availability on the dates requested.
Human and material resources
To facilitate the implementation of the residency, the partners make available to the artists a certain
number of resources (provision of rooms, technical and material resources, collaboration of
services). Also, the artists and technicians of the territory and creation residency will work in collaboration with the various supervisors of the project: culture referents/ teaching staff of institutions, staff of structures, coordinator of the CTEAC, theatre director.

5 April 2024: closing of the call for applications
Mid-April 2024 (date to be defined): audition of the 3 pre-selected artists/companies
Between May and June 2024: presentation meeting with all interested structures
Mid-September 2024: residency kick-off meeting
End of September to end of November 2024: implementation of the intervention schedule
January-June 2025: establishment of the residence
The call for applications for the establishment of a territory and creation residence is open to
artists and companies. The elements are to be provided by April 5, 2024, 18h, deadline, and by sending
electronic to Margaux LALEVEE, CTEAC coordinator, at the following address: m.lalevee@ccov.fr.
- An artistic and/or cultural residency project listing proposals for actions in response to the objectives of this call for applications, including contact details, SIRET, texts, visuals, press, etc.
- Assessment of an arts and cultural education project already under way
- An updated CV outlining the artistic path – to be provided for each member of the company
- An indicative schedule of attendance and intervention (the final project will be co-constructed and refined with the CTEAC coordinator and the artistic director of the theatres)
- A residence budget including, where appropriate, co-financing
The selection committee is composed of the Ministries of Culture and National Education and Youth,
the Department of the Vosges and the Community of Communes of the West Vosges, as well as
cultural representatives of the municipalities and schools that are associated.
