The Department of the Gironde launches a call for applications for the design, production and installation of a contemporary work under the title of 1% artistic as part of the construction of the new building of Biblio.Gironde in Eysines
The new construction of Biblio.Gironde will combine existing buildings that will be restored – a bourgeois house of the XIXe century and adjoining storehouses – to a new construction extending the guidelines of these old storehouses and interacting with this heritage.
It will be part of a remarkable natural environment: a deciduous woodland to the east, also to the west and extended by a large meadow, a «romantic» park to the north, a plain with sports equipment to the south. The construction will be carried out with a strong eco-responsible approach. Project management is provided by the Philippe Madec workshop.
Call for applications 1% artistic for «Biblio.Gironde»
The original work can appeal to any means of expression of the contemporary creation of the field of visual and visual arts. The artistic proposal will take into account the places, natural and built spaces and their uses that will be connected; it will allow its perception from spaces accessible to the public. Besides its contextualization to the missions and the cultural vocation of Biblio.Gironde, it will consider the eco-responsible character of the building’s architecture and its frugality, its environmental control and its location in the remarkable natural environment of the Pinsan Park.
The procedure is divided into 2 distinct phases:
- Phase 1 : Application phase with selection of 4 candidates admitted to submit an offer. Applications will be examined by the Artistic Committee.
A visit - site and existing buildings - is planned in the offer phase for the attention of the 4 candidates who will be selected at the end of the application phase - Phase 2 : Offer phase, at the end of which the successful tenderer will be chosen.
The budget allocated is 123,000 euros including taxes. The actual share devoted to the project is 109,500 euros including taxes less advertising expenses and miscellaneous allowances, including the study allowance for each of the three candidates not selected after the tender phase, or 3,500 euros including taxes.
The delivery of the work is scheduled for July 2025 at the latest, the expected completion date of the building’s construction work.

Expression of the public will to support the creation and to sensitize our fellow citizens to the art of our time, «the obligation of decoration of public constructions», commonly called « 1% artistic » is a specific procedure for ordering works from artists that is binding on the State, its public institutions and local authorities.
