What is the principle behind this call for applications?
Driven by the desire to reduce inequalities in access to art and culture by giving itself an ambitious goal of generalizing an arts and cultural education, the Communauté d'Agglomération du Pays de Saint-Omer (CAPSO) in close partnership with the Regional Directorate of Cultural Affairs of Hauts-de-France (DRAC), the Rectorate of the Lille Academy – Academic Delegation for Arts and Culture (DAAC) and the Departmental Directorate of National Education Services – (DSDEN – Pas-de-Calais), in conjunction with the Conseil Départemental du Pas-de-Calais and the Conseil Régional des Hauts-de-France, proposes to professional artists whatever their field of expression four residencies-mission.
These residencies for the purpose of artistic and cultural education, throughout life, take place within the framework of the local arts education contract (CLEA) and are conducted in favour of the entire population but with a particular interest for children, adolescents and young adults inhabitants, students, in training, working or practicing their leisure on the Community of Agglomeration of the Pays de Saint-Omer, thus contributing to the formation of their artistic and cultural education (PEAC).
Theme of mission residencies
“Fit(s) and Moving(s)”
When being in shape joins the fact of putting in shapes. This theme invites to explore his faculties, sometimes unsuspected. Artistic practice, as well as sports practice, allow us to reinvent ourselves.
It is a journey through and beyond oneself. A way to discover oneself, to redraw one’s contours and to play with the forms one perceives.
To put oneself in motion is to refuse its own immobility and that of the world. To move, to conquer its freedom. Move together and circulate energy between us. A change of position in space becomes an evolution of thought, a shift of emotions, a transformation of society.
The movement here also symbolizes the time that passes in the image of the remains of the rich and diverse past of which the territory is endowed. (marshes, forest, rolling plains, industrial, urban, agricultural, built heritage).
Period of residence
The period of residence, strictly speaking, is provided for January 29 to May 31, 2024. An immersion week will take place, upstream of the residency, from Monday, September 25 to Friday, September 29, 2023, to offer artists a first time to discover the territory and partners.

The context
These mission residencies are organized within the framework of the Local Arts Education Contract (CLEA).
The CLEA are essential levers of the arts and cultural education policy, priority of the Ministry of Culture. Renewable 3-year contracts, signed at least between a community, the Regional Directorate of Cultural Affairs and the National Education, they allow young people to build a coherent artistic and cultural education path. They can also address the entire population and help to structure cultural development in the territories concerned.
