SIBIL (BILletterie Information System)
SIBIL (BILletterie Information System) was set up on 1 July 2018 in application of article 48 of the law «Freedom of creation, architecture and heritage». This tool at the disposal of performing arts entrepreneurs allows the reporting of ticketing data for statistical information.
The law «Freedom of creation, architecture and heritage» of July 7, 2016, provides in its article 48 that live performance entrepreneurs holding a licence make available to the Minister of Culture the ticketing information relating, on the one hand, the overall price paid by the spectator or, if applicable, the mention of the gratuity and, on the other hand, the name of the show, the domain, the location and the type of place of each performance.
This measure establishes a legal system for mandatory and centralized ticketing data reporting in order to constitute a national referent of information on the attendance of live performance and the overall ticketing revenue. It thus allows the State to acquire an observation tool for the steering of public policies of artistic creation and the measurement of their impact.
The system is governed by Decree No. 2017-926 of 9 May 2017 on the transmission of data relating to shows organized by live performance entrepreneurs. It provides that:
- The data is transmitted digitally, their collection can be automated from any information system ticketing structures;
- Performance data for the previous quarter shall be transmitted by the show contractors responsible for ticketing before the tenth day of the first month of each calendar quarter;
- The Ministry of Culture ensures the processing of data collected in compliance with statistical secrecy and other secrets provided for by law, and guaranteeing their anonymity and confidentiality;
- Failure to transmit data is punishable by an administrative fine.
This information system allows state services, actors and partners of artistic creation to access consolidated and reliable data for the purpose of observing live performance in France. Thanks to SIBIL, performing arts entrepreneurs are also able to take stock of their seasons and retrieve their own data to make their tax returns and other taxes. The actors will have centralized repositories of show names, venues and festivals and will have access to macroeconomic data for the purpose of promoting the sector.
The Department relaxed the implementation of the system through a three-wave deployment:
- At 1er July 2018 for State operators, labeled venues, contracted stages and opera theatres of national interest (approximately 500 structures);
- At 1er October 2019 for NVC and TPA show tax payers (approximately 5,000 structures)
- At 1er April 2020 for a generalization to all live performance structures (about 15,000 structures).

Stages of the SIBIL project deployment
- 1st wave
Since 1 July 2018, state operators, labeled venues, concert venues and opera theatres of national interest have declared their ticket offices.
- 2nd wave
Since 1 October 2019, those liable for the tax on shows with the CNV or the ASTP are obliged to transmit their ticketing data via SIBIL. The 4th quarter 2019 declaration must be submitted no later than January 10, 2020.
- 3rd wave
As of April 1, 2020, the scheme is generalized to all live performance structures.
