MEDIA LIBRARIES
In an effort to adapt their services to the current social situation and the real needs of their public, a growing number of libraries are now concerned about the supply of documents and services geared to finding a job.
The conditions of reception of the public, the adaptation of the offer, the constitution of the collections, the quality of the proposals for self-training, the strengths of the various partnerships in all fields are necessary elements to foster the success of the establishment and development of an offer capable of effectively expanding the fields of intervention of libraries.
The media library must remain a place where we want to go and not a place where we spend, a place of exchanges and meetings, a place of life in the city.
Through its actions, the DAC promotes the presence of books and the practice of reading and writing throughout the territory and among the general population. This presence of the book is naturally articulated with a policy of encouraging reading.
A distinction should be made between:
- Financing of equipment through special assistance from the Global Decentralisation Allocation
2. Funding of events in the context of library/media library cultural programming.
The DAC is at the disposal of local elected officials and professionals to provide them with the necessary expertise and scientific and technical assistance with regard to the writing of the cultural, scientific, educational and social project of the library, the diversity of services offered.
The digitisation of regional funds is a priority in order to enhance the written heritage. In 2012, a tripartite agreement for an associated cluster was signed by the National Library of France, the University of the West Indies and Guyana and DAC-Martinique.
BOOK ECONOMICS
The DAC intervenes as representative of the CNL (National Book Centre) to give an opinion on applications for grants from bookshops (aid for the valorization of funds), on the allocation of LIR label, and within the framework of literary life (demonstrations around books and reading). A local bookstore has been awarded the LIR label and has benefited from the CNL aid programme called «VAL» (aid for the valorization of funds).

Authors collectively are helped through support for symposia, seminars, support for publishers (for their authors). The DAC contributes to the funding of library mediation, meetings with readers being an important element. The author cannot be helped individually except via the CNL (writing residencies, scholarships etc.).
The DAC supports «La Caravelle fait ses bulles», a comic book fair in Trinidad.
LANGUAGE POLICY
The book and reading adviser is the Martinique correspondent of the General Delegation for the French language and the languages of France. It investigates cases involving state aid for activities designed to promote and enhance the French language.
In terms of language policy, it is the promotion of Creole that is at stake. The support and promotion of the Creole language includes its use in the media, which is why the DAC supports «Ti lison», broadcast by Martinique 1er. This program, aimed at preparing participants for French-language dictation, received a high listening rate in 2012.
The service helps projects for the knowledge, enhancement and conservation of the linguistic heritage of Martinique as part of the International Creole Week.
DAC Martinique has chosen to support initiatives and events related to the promotion of Creole:
- Support for «Rabouraj», a week of activities dedicated to the Creole language organized for eight years in October by the city of Trinidad
- Support to the Caribbean Creole Poetry Competition organized every two years by the association KL2 (Kalbas Lo Lakarayib).
