Open, share and value cultural data and content
The Ministry of Culture is fully committed to the openness and sharing of public data. Public data from the cultural sector contributes to the education of citizens and young people, and promotes cultural democratization and the transmission of knowledge. They allow direct links with, the user everywhere in the territory, as well as the development of a French and European cultural economy.
An overall strategy
In 2021, the Ministry of Culture formalized its overall strategy for the openness, sharing and enhancement of data and cultural content in the "Cultural data and content" roadmap.
This document lays the foundation for a strong ambition, with three objectives: accessibility and dissemination of cultural content, efficiency and transparency of public action, economic development through the use of data. This will facilitate the opening up of public data, algorithms and source codes, both in terms of the number of institutions sharing their data and in terms of the quantity and quality of the data published. Opportunities for data interoperability and reuse will be better documented. Finally, it will be necessary to acculturate all cultural actors to the use of data as a means of steering, innovation and economic development.

Le numérique est une formidable opportunité pour la diffusion des savoirs et l’accès à la culture. La numérisation des contenus culturels favorise la découverte en ligne et à distance. Il est aujourd'hui nécessaire de poursuivre et de développer des programmes de numérisation intégrant les évolutions technologiques, mais aussi l'accessibilité et la transition écologique, ainsi que les attentes et les besoins des citoyens.
Ouvrir et réutiliser les données (Open data)
The Ministry is part of a broad state dynamic for the openness and reuse of data. It creates the conditions for the circulation, dissemination and enhancement of cultural content while respecting the protection of personal data and intellectual property rights. This is done through a strategy of identifying, documenting, cleaning and publishing working data.
Facilitating the identification and access to cultural content: discoverability and web of data
A strong challenge is also to ensure better visibility of francophone artists and works on the Internet. It is a matter of structuring and implementing a policy of “discoverability” of cultural content, favouring a better identification of content, as well as the diversity of works and the diversification of audiences. The semantic web or Web of data is here a major opportunity to help in the discovery. Cultural actors need to understand their role in the production and dissemination of quality data and metadata, and participate in data aggregation strategies. Indeed, in a context of information overload and misinformation, they are the guarantors of confidence in the available data. The department supports them in this regard.
Giving to see: thematic platforms proposed by the Ministry of Culture
To promote the discovery of content by the greatest number or to address specific audiences such as teachers or prevented audiences, the Ministry of Culture develops thematic platforms to ensure that each and everyone meets the arts and culture.
