Restore buildings and movable objects protected as historic monuments
The conservation and restoration of a historic monument requires a specific and global understanding of archaeology, history, architecture, its decoration and its use. The owner of a historic monument is responsible for his property (Heritage Code). Any intervention, other than routine maintenance on a classified or registered building or movable object, must be the subject of an application for authorization. The DRAC Grand Est accompanies the owners in their project and can support them financially.
The restoration operation must meet the specific technical needs but without contravening either the historical and art interest of the monument or the authenticity of the materials that make it up (International Charter on the Conservation and Restoration of Monuments and Sites - Venice Charter 1964).
Any work on a protected monument is subject to authorization.
The joint action of all the heritage services of the DRAC Grand Est (Regional conservation of historical monuments (MHRC) and Departmental units of architecture and heritage (UDAP) for buildings and Curators of antiquities and works of art (CAOA) for movable objects) allows a fine knowledge of protected buildings and movable objects.
Before any intervention on a historical monument and as soon as the project of work program, it is advisable to seize the HRCM under the Real Property Council, as well as the CAOA for movable objects (same for their displacement or after a disaster...).
This first meeting will allow you to establish the available documentation on the subject, to define the qualification of the expected project management and to establish an initial health assessment of the building or the object.
State control of works: DRAC
State scientific and technical control, intended to ensure the preservation of listed and inscribed historical monuments (buildings) in the best conditions and to ensure their transmission to future generations in the best possible condition, is exercised within the Regional Directorate of Cultural Affairs (DRAC), by the agents of the HRCM and for objects, in connection with CAOA.
They shall ensure that programmed or ad hoc interventions of whatever nature do not prejudice the interest which justified the protection of historic monuments by:
- from preparatory documentary and technical studies, if prescribed;
- before the application for authorisation;
- throughout the work, until completion.
1- The preliminary diagnosis
The diagnosis prior to restoration is the subject of state observations. They guide the owner in the development of the project of works. The latter gives rise to agreement. The DRAC attaches particular importance to architectural studies which make it possible to prepare the work.
2 - Application for Work Authorization
Any intervention other than routine maintenance on a listed or registered monument or movable object must be the subject of an application for authorization: building permit (listed monument) or work authorization (listed monument).
3 - Monitoring and control of work by the DRAC
RDCA departments must be kept regularly informed of the progress of the work and its receipt.
All these obligations apply, under the same conditions, to movable objects in connection with curators of antiquities and works of art* present in each of the ten departments of the Grand Est region.
4 - Administrative and criminal penalties for work carried out without authorization
Modifications made without prior authorization, destruction, degradation, deterioration of an immovable or movable object protected under historic monuments or on a building situated on the edge of a historic monument are sanctioned by the provisions of the heritage code, the urban planning code and the penal code.

Listed monument or object
The application for authorisation is formalised by a work authorization (wealth code) if classified.
the owner must describe his project of works and use a qualified project manager* (architect or restorer with specific training and experience in the field of heritage) under conditions defined by the heritage code and ensuring a complete design and monitoring mission.
The choice of this prime contractor must be validated by the DRAC. To consult the circular relating to the mastery of works on classified and inscribed historical monuments (01/12/2009).
Obligation to post work authorization on classified buildings
Authorization for work on a classified building, provided for in Article R. 621-16 of the Heritage Code, is displayed on the property, by the care of the beneficiary, in a visible way from the outside, as soon as the authorization is notified and for the duration of the project.
The characteristics of the failurewater
- the dimensions : the panel must be rectangular in size and the length of each side greater than 80 centimetres.
- the particulars to be included :
- the name or legal name of the recipient of the work authorization;
- the name of the supervisor;
- the date of authorization for the work;
- the nature of the work on the monument;
- the address of the Regional Directorate of Cultural Affairs of the Great East (coordinates)
- remedies and time limits for appeals.

Monument or inscribed object
The application for authorization for a building is formalised by a building permit (urban planning code) if registered, 4 months before the scheduled date of work, and by a preliminary declaration for a movable object registered with the Curator of antiques and art objects of the department at least two months before work begins.
The issuance of the permit or the non-opposition to the preliminary declaration cannot take place without the agreement of the prefect of region (DRAC - Regional conservation of historical monuments).
The use of a project management experienced in the field of heritage is strongly advised.
AccompagDRAC financial support for thehistory
The DRAC can provide financial support to private or public owners for works, as well as to preliminary studies, that contribute to the building conservation, of movable objects and organs protected as historical monuments, to improve their conservation status.
Are excluded: works of strict maintenance and works of comfort (electricity, heating...).

Listed building 5 to 40 % of the total cost of the works
Classified building : from 10 to 50 % of the amount of the works
Note, for local authorities : the total amount of public aid (State, Departmental Council, Regional Council...) may exceed the 80% threshold for local authorities, after obtaining the derogation agreement of the Prefect of department.

Small municipalities with low resources: the Incentive and Partnership Fund
In order to support small municipalities that do not have sufficient resources to ensure the maintenance and restoration of their heritage protected under the title of historical monuments, the Ministry of Culture has set up, since 2018, a specific fund for historical monuments located in municipalities with low resources.
The State subsidy share can reach 70-80% of the budget of a restoration operation, by combining the DRAC Grand Est grant and the incentive fund.
The sum of assistance from the owner, the region, the department or other local authorities may not be less than 20%.
Are concerned:
- primarily monuments located in municipalities with a population of 2,000 or less and monuments located in municipalities with low resources (whose financial potential does not exceed the average of the demographic stratum to which they belong);
- all types of assets.
Eligible projects include:
- projects which have not been completed due to lack of funding (work must not have already been started), or new projects;
- monuments belonging primarily to the municipalities but also to private owners, the monument of which is situated in the territory of the eligible municipality;
- restoration work, maintenance work and also diagnostics and studies related to restoration work;
- buildings with proven health risks or needs;
- the financial participation of the owners, even reduced, is mandatory and the Greater Eastern Region must be solicited, as well as the other local authorities (department...).
Heritage not protected under historic monuments
Unprotected heritage located in a protected area and owned by a private owner
In order to provide financial assistance to private owners who carry out renovation work on their building which is not protected by historical monuments but is located in a protected area, the DRAC Grand Est may grant grants to individuals residing in Ardennes, the Haute-Marne, the Meuse and the Vosgesregardless of the type of building.

Rural Territories Equipment Endowment (DETR) for local authorities
The Rural Territories Equipment Endowment (DETR) can accompany the financing of certain types of monuments. This is the case, for example, for major interventions on the cultural buildings not classified, communal.
The Departmental Committee responsible for DETR determines each year the categories of priority operations eligible for the allocation and sets the minimum and maximum subsidy rates applicable to each category. The subsidy rate may not be less than 20 % of the estimated amount excluding tax of the subsidizable expenditure.(TBMC Art R2334-27) and the amount is capped.

Definitions*
Contracting authority
The one who has it restored (the owner or his proxy). It determines the objective of the project, the budget, the schedule, gathers the necessary funds and signs the financial commitments. If it is a public body, it is subject to the public procurement code.
Supervisor
It is a professional, appointed by the contracting authority, to carry out the project under the conditions of time, quality and costs set by the project, all in accordance with a contract.
The departmental curator of antiques and art objects
In liaison with the DRAC, assisted by one or more deputy curators, he is responsible for the identification, implementation of legal protections, conservation and presentation of movable heritage in historical monuments (excluding museums and archives).
