Created by the Law of 4 August 1962, the protected area is an urban area in which certain specific urban planning rules apply because of its historical, aesthetic or nature to justify conservation, the restoration and development of all or part of a complex of buildings.

The safeguarded sector of Toulouse
The ministerial decree of 21 August 1986 created the safeguarded sector of Toulouse. It encompasses the city, the town and the suburb of Saint-Cyprien within the old city walls. With about 10% of the population of Toulouse grouped on 200 ha among the 12,000 of the commune, it is by far the densest part of the agglomeration, where are also concentrated most of the historical and archaeological values accumulated by 20 centuries of history.
It still hosts many economic activities.
The backup and enhancement plan study is characterized by:
- its approach, which at no time dissociated the urban form of its destination, the morphology of the city from its use value,
- the extremely detailed nature of the analysis of urban heritage, which makes it possible to base the very precise requirements of the conservation and development plan.
Transcription into the contents of the backup and enhancement plan allows to define:
- the principles of implantation and massing of new constructions,
- the architectural arrangements for the development of old buildings favouring the conservation of architectural elements both inside and outside,
- provisions for the integration of commercial storefronts and banners,
- the treatment of public spaces,
- the party serving the centre.
The Toulouse Conservation and Development Plan is intended to be a Development Charter defining the orientations of the heritage development policy and guiding future transformations. Its purpose is to insert new forms into an urban structure concerned with its past and to preserve the latter’s most obvious and authentic testimonies.
His ambition is to succeed in the difficult dialectic between heritage and modernity, between memory and project in a permanent, qualitative, reasoned and reasonable action on the city, its urbanism, its architecture.
